Sustainable Development of Port Cities from the Perspective of Transition Management

The strong and close relationship between the port and the city, which is often a consequence of historical circumstances, has become disrupted due to the negative impact of the port on the urban environment. The disruption of this relationship is forcing port city authorities worldwide to find effective methods to renew the port – city relationship. As an additional element to this complex relationship, the concept of sustainability is taken into consideration. Therefore, the relationship between the port and the city needs to be studied in compliance with economic, social and environmental criteria. This paper studies port and urban systems interdependently, as well as their integration into a sustainable whole. The dynamics of change in the port – city interface zone require careful planning and assessment before intervention and development. Accordingly, transition management is presented as a mechanism for renewing, coupling, and monitoring the relationship between the port and the city concerning their complex and dynamic nature. The paper’s key findings are based on the contribution of relevant economic, social, and environmental criteria through which the possibility of developing a systematic framework for a coordinated transition to a cooperative relationship between the port and the city from the perspective of sustainability is realized.

A significant problem in port and port area development is the awareness that port development plans for county and local ports brought by port authorities in the capacity of a body managing the port and its port area, are often not covered by town and county physical planning solutions, and vice versa. The above said indicates that relevant parties in port area planning (port management and towns/countries) are not always active participants in the procedure of planning the ports and port areas in physical planning documents. County spatial plans do not pay necessary attention to the role, significance and development of the ports of county and local relevance. Drafting the spatial plans related to the ports of county and local relevance demands high level of expertise and multidisciplinary approach, as well as knowledge on the problem of physical planning, port operation and marine and coastal biology, maritime traffic technology and maritime environment protection. The purpose and the goal of this paper is to find the optimum model and measures for developing county and local ports in relation to the complementarity of spatial concept of the port and the town. For the purpose of defining and setting up the model, we used the most important indicators and measures that influence the level of physical planning of the port and the town. The example of Town of Rovinj will serve for checking and proving efficiency of the setup model.

Traditionally, ports have been regarded as hubs responsible for the reception of ships and passengers, but nowadays they have a much wider economic function, being clusters of various activities directly or indirectly linked to maritime transportation and seaborne trade, among which container traffic is the most important segment. The Port of Rijeka as the largest Croatian cargo port, positioned in the North Adriatic Sea, has exceptional but not fully exploited opportunities for further economic development of importance not just for the port and the city but for the Republic of Croatia as well. In addition, its geostrategic position makes it an important international port for Central and South Eastern European countries. The aim of this paper is to investigate and identify the current position of the Port of Rijeka (hereinafter Rijeka) in relation to the container business and, using Benchmarking as the research method, to analyse the established five main factors that have to be taken into consideration where its efficiency is compared to the statistically proven “best container port” in the region – the Port of Koper (hereinafter Koper). The results show significant competitive advantages of the Port of Koper almost in any of the analysed factors. Therefore, recommendations are given for further actions and improvement according to the natural advantages that Rijeka has to utilize in order to enhance its competitiveness and overall performance.
