Military Service Members and Veterans are not the same. This study sought to develop culturally appropriate operational definitions for Veterans by evaluating available literature, preferred self-identification, and cultural context. Previous research (Freed, 2019;Tanielian & Tanielian, 2014) identified that mental health providers need to be culturally competent to treat Veterans effectively. Cultural competence impacts the development of therapeutic rapport and treatment outcomes. The classified nature of the military facilitates a deficit of knowledge and resources for researchers resulting in varying and culturally inaccurate defining terminology resulting in the terms "military", "service member", and "veteran" used interchangeably in research for Veterans and members of the military (Randles & Finnegan, 2021). The study evaluated the relationship between how research modeled Veterans, the relationship between the criteria of culture and Veterans, and the relationship between Veterans and the Armed Forces. It was hypothesized that Veterans and Service Members are not culturally interchangeable; the cultures are distinct and independent of one another. A quantitative survey research design utilized a randomized sample (n = 655) consisting of members of the Armed Forces (n = 190, 25.60%) and Veterans (n = 465, 74.40%). Results identified Veterans as an independent culture separate from the military and the development of culturally appropriate operational definitions. Veterans are operationally defined as individuals formerly serving in the Armed Forces possessing a military discharge (DD 214). Service Members are members of the Armed Forces actively serving in a branch of the military in an active, reserve, or National Guard component.

The paper analyzes the sociological works of Todor Pavlović, with the aim of presenting his basic social ideas and checking the relevance of his conclusions about the relationship between social development and military organization. A special focus is placed on Pavlović's explanation of the development of military organization, within which the position of dialectical materialism about the influence of war technique on army organization and tactics is refuted. This sets Pavlović apart from other Serbian and Yugoslav sociologists of the 20th century who studied the army, and anticipates new sociological views on the relationship between technical achievements and the organization of social processes. Basic analytical and synthetic methods, content analysis as well as biographical and comparative methods were used.

Viewpoint: Prospect of Military Educational Roles during Public Health Crises - Lessons from the COVID-19 Pandemic in South Africa

This viewpoint paper examines the prospect of an effective educational role for the military during public health crises. Reflecting a broad understanding of environmental education as education to protect the public space, the authors argue that the military could provide this during times of crises. The response to the COVID-19 pandemic in South Africa included the South African National Defence Force (SANDF), thus offering a unique opportunity to inquire into this contentious possibility. At the outset of the outbreak, some scholars deemed the SANDF unfit to make any meaningful contribution to the fight against the novel coronavirus. Leadership and coordination hurdles, a longstanding legitimacy crisis and inadequate training, may justify this pessimistic view. Based on available literature and document analysis, the authors propose the viewpoint that the military can play a progressive environmental educational role during crises if (1) its educational programmes such as green soldiering are intensified, widened and adequately informed by training; (2) if more is made of the experience, cultural insights and personnel gain during peacekeeping missions; (3) if healthy civil-military relations are prioritised, along with (4) military professionalism, supported by a deeper understanding in society of the diversity of roles and skills the military could offer. The military itself needs to recognise this and not train all personnel as if they are about to enter combat with an enemy. Should these elements be present, the security forces could indeed be a force for good during times of public health crises.Keywords: COVID-19, civil-military relations, environmental education, pandemics, SANDF
