The purpose of the current study was to investigate the problem of systemic university competitiveness management in order to propose a vision of the structure of the university competitiveness management system (UCMS), its levels, functions, and management objects based on the implementation of the constructive competition theory. The basic research methods included the following: content analysis, analysis of the modern concepts of university competitiveness management. The constructive theory of competition was used as the basic methodology of the research. Based on certain factors affecting competitiveness, the competitiveness of university (Cu) coefficient was calculated. At the intersection of four management functions (planning, organization, motivation, and control) at three levels of competitive behavior (strategic, tactical, situational) and three spheres of system influence (resource usage, optimizing actions, achieving results), 36 special functions of competitiveness management have been identified. At the same time, it was unveiled that the implementation of the UCMS in the overall university management structure is accompanied by organizational changes. In view of this, the success of the operating activities of the university as a higher education institution should be ensured by monitoring competition in the market and implementation of the competitiveness management program developed precisely for this institution. The study revealed that the competitiveness of the university increased after the introduction of the UCMS, the coefficient of competitiveness (Cu> 1). Implementation of the proposed competitiveness management system can significantly increase planning flexibility, adaptability and contribute to an increase in the world ranking of universities in developing countries.

The article aims to examine theoretical and practical relationships between academic excellence and competitiveness in university education. The survey was conducted among university employees. Evaluation of each factor was carried out using the five-point Likert scale. The highest and statistically significant assessment was received for the following factors: the growth of graduates' salaries (4. 08, 3.89, 4.16), the number of foreign students (4. 01, 4.44, 4.56), the amount of extra-budgetary income of universities from various types of activities (4.12, 4.27, 4.56), and the number of publications in indexed databases (3.69, 4.63, 3.81). Several factors with the closest assessments among all the respondents were identified. Besides, very low estimates of the quality of state participation in maintaining competitiveness and academic excellence in universities were revealed. The paper unveiled how the general theoretical correlation of competitiveness and academic excellence is realized in the practice of educational systems' public administration. Furthermore, the study disclosed the indicators used to assess universities' activities in the context of competitiveness and academic excellence. The author believes that the use of competitiveness category in describing the purpose of the academic excellence program is justified. The study identified several significant factors in improving academic performance and competitiveness that affect the position of universities in Russia and developing countries in international rankings. The example of the Russian Academic Excellence Project demonstrated that the provision by the authorities of an artificial competitive advantage to specific universities negatively affects the level of competitiveness of other Russian universities.

В статье исследуется соотношение категорий «качество образования» и «конкурентоспособность высшего учебного заведения». На основании обзора научной литературы автор приводит примеры противопоставления и смешения качества и конкурентоспособности в системе высшего образования. Качество образования и его конкурентоспособность характеризуются как фундаментальные ценности, являющиеся объектами анализа и оценки во внутривузовской системе управления. Предложено авторское определение конкурентоспособности образовательной организации как свойства, отражающего относительное превосходство над соперниками на преддеятельной стадии. Автор описывает соотношение конкурентоспособности и качества образования с помощью освещения способов и индикаторов их оценки и анализа во внутривузовской системе управления. Взаимная обусловленность качества и конкурентоспособности образования проявляется при формулировании индикаторов и способов их оценки. Оценка конкурентоспособности образования и оценка его качества обладают методологической общностью -применением подходов, основанных на «ресурсной» и на «результирующей» методологиях. Доказано, что при оценке конкурентоспособности образования должны учитываться результаты образовательной деятельности, а использование при оценке конкурентоспособности образования только подхода, ориентированного на ресурсы образовательной деятельности, делает такую оценку неполной. Построена матрица «качество» -«конкурентоспособность», позволяющая выявить четыре типа отношений данных категорий, соответственночетыре типа вузов.
