Landfill site selection by decision-making tools based on fuzzy multi-attribute decision-making method

Landfill site selection is a complex and timeconsuming process, which requires evaluation of several factors where many different attributes are taken into account. Decision makers always have some difficulties in making the right decision in the multiple attribute environments. After identifying candidate sites, these sites should be ranked using decision-making methods. This study applies Chang's fuzzy AHP-based multiple attribute decision-making (MADM) method for selection of the best site of landfills based on a set of decision criteria. The Fuzzy Analytic Hierarchy Process (FAHP) was designed to make pairwise comparisons of selected criteria by domain experts for assigning weights to the decision criteria. Analytic Hierarchy Process (AHP) is used to make pairwise comparisons and assign weights to the decision criteria. It is easier for a decision maker to describe a value for an alternative by using linguistic terms and fuzzy numbers. In the fuzzy-based AHP method, the rating of each alternative was described using the expression of triangular fuzzy membership functions. Once the global weights of the criteria is calculated by AHP, they are incorporated into the decision matrices composed by decision maker and passed to fuzzy-AHP method which is used to determine preference order of siting alternatives. In this study, a computer program based on the Chang's fuzzy method was also developed in MATLAB environment for ranking and selecting the landfill site. As an example of the proposed methodology, four different hypothetical areas were chosen and implemented to demonstrate the effectiveness of the program. By using this program, the precision was improved in comparison with traditional methods and computational time required for ranking and selecting the suitable landfill site was significantly reduced.

La disposición final de estos residuos es un problema serio, ya que es el punto crítico para el control de la contaminación ambiental de suelos y fuentes de agua locales. Por lo anterior, la necesidad de designar sitios adecuados para su disposición final es evidente y justificada. En este contexto, el objetivo de este trabajo es identificar zonas potenciales para la ubicación de un relleno sanitario de residuos sólidos en el municipio de Tepic. Se realizó un análisis espacial del municipio contrastando cuatro criterios señalados en la Norma Oficial Mexicana NOM-083-SEMARNAT-2003, dos rasgos naturales más, pendiente y cobertura, y uso del terreno. Se logró identificar un 5.4 % de superficie del municipio de Tepic (cerca de 9090.8 ha) con rasgos apropiados para la ubicación de un relleno sanitario; el 94.6 % restante presenta al menos una característica que lo limita o restringe para este fin. Este trabajo representa un primer acercamiento para la identificación de áreas adecuadas para los sitios de disposición final de residuos sólidos urbanos.

With the rise of urbanization, change in lifestyles, and food habits, the amount of Municipal Solid Waste (MSW) has been rapidly increasing with the composition constantly changing. Landfilling is the common approach for waste management in Kuwait, and around 90% of municipal wastes are disposed in landfill sites. Therefore, this study focused on the integration of different methods for the process of allocating optimum sites for MSW landfills, in four main stages. The first stage focused on utilizing the gap analysis method for the identification of effective criteria for landfill site selection, by comparing the criteria in Kuwait with the World Bank guidelines, US EPA, and Australia EPA, to suggest the best criteria for landfill site selection. These criteria were applied in the second and third stages to determine suitable locations for landfill sites using the Geographical Information System (GIS). In the last stage, the suitable areas were evaluated by studying the socioeconomic aspects such as distance to waste generation center, the proximity of existing roads, and lifespan to select optimum locations for landfilling. The results indicated that only one site with a total area of 12 km 2 was considered optimum for MSW landfill sites in Kuwait. Therefore, moderate suitability areas were indicated to support and provide decision makers with more options. The moderately suitable sites are also suitable for landfilling, but they need to be designed carefully in order to avoid negative impacts on the environment and human health. Therefore, we conclude that there is an urgent need to apply the integrated waste management system in Kuwait, as well as to develop a long-term strategic plan.
