The appropriate design of land-use and rural employment policies depends upon the anticipated performance of the farm sector in the context of expected climate changes, especially with respect to land allocations to potential activities. Concerns over the possible net benefits of land-use changes are particularly acute in lower- and middle-income countries, where agriculture tends to be important in employment, income generation and foreign-exchange earnings. This paper presents an analysis of the expected impacts on land use in Chile of projected climate-change scenarios in 2040 and 2070. We developed a farmland allocation model with associated labor employment at the municipal level driven by expected relative net incomes per hectare, constructed from local average per-hectare yields, regional average output prices and per-hectare production cost estimates. The sensitivities of cropland allocations to relative net-income changes were estimated using historical land allocations at the municipal level derived from the last two Chilean Agricultural Censuses. The results show that the impacts of climate changes will be mitigated by land-use adaptation, the main export-earning crops tending to move south; in aggregate, agricultural employment will decrease in all the climate-change scenarios; forestry and agriculture would likely suffer a loss in net-income generation under severe climate-change scenarios.

It is difficult to overestimate the importance of agriculture, its effectiveness for the economic and socio-political sector of development of any state in the modern world. However, agriculture relies on the use of natural resources in its activities - land, soil, water, atmospheric air, forests and other vegetation. The quality of these natural components of the natural environment directly affects the functioning and productivity of agricultural organizations. Environmental pollution problems are complex problems of interaction between nature and man. To minimize environmental harm and the occurrence of dangerous environmental consequences, a model of environmental management is needed. For agricultural production environmental management issues are particularly specific since its productivity is directly related, first of all, to the state of the natural environment as consumption resources on the one hand, and the negative impact of agricultural activities on natural resources on the other. In this article the issues of legal regulation of the law of nature use in agricultural activities were investigated, the problems of regulatory support for the rational use of nature in agriculture were identified, and the directions for optimizing the legislative regulation of the use of natural resources for agricultural activities were determined.

The main priorities of the common agricultural policies of the European Union (EU) are improvement of the quality of life in rural areas for their inhabitants as well as the optimum utilisation of rural resources. The most efficient tools to improve the management conditions and utilise the potential of land are land consolidation works aimed at creating more favourable management conditions in agriculture and forestry through improving the territorial structure of farms, forests and forestland; the reasonable configuration of land, aligning the limits of real properties with the system of irrigation; and drainage facilities, roads and terrain. The development of agriculture in Poland and its production capacity are considerably differentiated in terms of space. At present, Poland has agricultural areas which, in many respects, have a chance of competing with agriculture in the other member states of the European Union. However, in some areas, agricultural production run by private farms owned by individuals is on the verge of falling below the limit of profitability or falls below the limit of profitability. Currently, Poland lacks tools (strategies) allowing identification of land for intensive agricultural production as well as information about agricultural land that should be developed for non-agricultural purposes. Therefore, it is necessary to develop a methodology for identifying similar areas using available tools that can facilitate reliable identification of the areas relating to the indicated factors. Taxonomic methods can be used for clustering purposes. The study materials are data derived from real property register databases referring to one of the districts (poviats) situated in east-central Poland. As a final result, a method of clustering villages according to similar land-use categories was developed. It was created using two independent statistical methods: Ward’s method and the complete-linkage method. The highest consistency was observed in two groups of identified types of areas sharing very similar characteristics. A high index of similarity of both methods—the so-called Rand index—testified to the reliability of the results of calculations. The results of clustering corresponded to a large extent to actual features defining the use of land in the analysed villages as well as the terrain relief.
