“…In Tanzania the NSDI policy proposal is in place since 2007 (Lugoe and Yanda, 2007), pending government authorisation. The delay in approving the proposal is partly due to various challenges such as lack of awareness, lack of proper coordinating body, limited funds and lack of political commitment (Lubida et al, 2015, Hagai, 2017, Agbaje and John, 2018, Ngereja et al, 2018.
