Coordination of sustainable financing for evidence-based youth mental health treatments: protocol for development and evaluation of the fiscal mapping process

Abstract: Background Sustained delivery of evidence-based treatments (EBTs) is essential to addressing the public health and economic impacts of youth mental health problems, but is complicated by the limited and fragmented funding available to youth mental health service agencies (hereafter, “service agencies”). Strategic planning tools are needed that can guide these service agencies in their coordination of sustainable funding for EBTs. This protocol describes a mixed-methods research project designed… Show more

“…Researchers invested in partnering with public systems to implement evidence-based treatments can work to identify aspects of implementation that are not accounted for by current behavioral health financing models. Implementation researchers have proposed several ways to do this, including using a fiscal mapping process and evaluating the efficacy of disparate financing strategies ( Dopp, Gilbert, et al, 2022 ; Dopp, Hunter, et al, 2022 ). Policymakers can then leverage this research to design strategies to comprehensively provide financial support to service systems for implementation initiatives.…”

“…Originally focused on service delivery agencies (e.g., state departments of mental health) and financing agencies (e.g., state Medicaid departments), the PEF aligned with calls from implementation scientists to cultivate a “tailored selection” of strategies specific to the goals, barriers, and contextual demands of an implementation effort [ 12 , 38 40 ]. Now, owing to federal and state policy actions, regulatory agencies (child welfare or mental health departments) have greatly increased their implementation-focused activities.…”

“…Within county-based health systems, contracts tether county agencies and private, non-profit agencies to fill service gaps [ 18 , 53 ]. Contracts are key elements of a multi-level fiscal support mechanism increasingly seen across the USA that braid contracting, incentives, fees for service, and grants [ 38 , 50 ]. Contracts explicate the expectations of organizations to deliver EBPs and, in turn, communicate system-level support of agencies and their service environments.…”
