“…The last five administrations have tried to maintain a neutral position to the South China Sea dispute by choosing a neutral language to avoid being entangled in the border dispute. The speeches by senior US administration officials more often than not carry a disclaimer that the USA seeks to choose no sides in the SCS border dispute and wishes to resolve the border disputes in the SCS to be reached without coercion (Fu et al, 2015).
