Counting Beach Visitors: Tools, Methods and Management Applications

Abstract: Beach and coastal land managers have responsibility for the biophysical and human aspects pertaining to sensitive and valuable ecosystems. This responsibility presents complex management challenges that must consider, and often balance, multiple objectives concerning spatial, ecological, social, cultural, and economic elements. This process will commonly follow a strategic framework underpinned by plans designed to meet set objectives cognisant of limits set by acceptable change. This outcome requires accurate… Show more

“…Significantly, the study shows the important role of exposure to water in influencing drowning risk. The findings therefore support the critical use of surveillance for coastal bathers; a strategy undergoing change and improvement through use of new technologies including drones [33].…”

“…However, in the case of unpatrolled beaches, there is a logistic constraint of requiring a trained and certified operator to be present. The installation of low-cost remote video cameras has been shown to have the potential to monitor the number and location of people on beaches in real time (Guillén et al, 2008;Morgan, 2018;Provost et al, 2019) and could be used by authorities to monitor peak usage times on unpatrolled beaches, which would have implications for future lifeguard provision.…”

“…In any case, direct observation results with defined confidence level likely provide close to a gold standard representation of lifejacket wear rates, whereas self‐report studies overstate this occurrence. To build on the study results, observation enhancing technologies such as drone surveillance and remote positioned cameras may offer a superior and cost‐effective choice for recording observable behaviours 27 …”
