CRISIS EN EL ACCESO A LA VIVIENDA Y POLITICAS HABITACIONALES. Coincidencias y divergencias entre Chile y España

Abstract

The current housing crisis is part of a global real estate financial process. Chile has been one of the first countries to implement decisive privatization policies in the housing sector, while Spain is one of the world leaders in the impact of the financialization of housing. The article analyzes to what extent the housing policies implemented by the State have contributed to promoting the current housing crisis and have promoted socio-spatial (in)justice, pointing out the coincidences and divergences between both countries. An analytical framework based on Nancy Fraser's (2008) critical theory of social justice has been developed and applied to both cases. After the application, it can be concluded that the dictatorial experiences, the incentive of home ownership and the appropriation of the housing sector by the financial sector and private agents, show a certain parallelism in the process of both countries. Keywords: Right to housing, housing policy, public administration. La actual crisis de la vivienda se enmarca en un proceso financiero inmobiliario a nivel global. Chile ha sido uno de los primeros países en implementar decididas políticas de privatización en el sector vivienda, mientras que España es uno de los referentes a nivel mundial del impacto de la financiarización de la vivienda. El artículo analiza en qué medida las políticas habitacionales implementadas por el Estado han contribuido a promover la actual crisis de la vivienda y han promovido la (in)justicia socio espacial, señalando las coincidencias y divergencias entre ambos países. Se ha elaborado un marco analítico basado en la teoría critica de justicia social de Nancy Fraser (2008) que se ha aplicado a ambos casos. Tras la aplicación, se puede concluir que las experiencias dictatoriales, el incentivo de la vivienda en propiedad y la apropiación del sector habitacional por parte del sector financiero y los agentes privados, muestran cierto paralelismo en el proceso de ambos países.
