“…In the previous studies, Tiong et al (1992, 1996) carried out early work on the CSFs of BOT projects from the perspective of the private sector and identified six main CSFs, i.e., entrepreneurship, picking the right project, a strong team of stakeholders, an imaginative technical solution, a competitive financial proposal and the inclusion of special features in the bid. Qiao et al (2001, 2002) summarized the CSFs of BOT projects in China and their relative importance in six different project phases, and further discussed the CSFs and their criticality of China’s BOT projects in preliminary qualification evaluation, tendering and concession award phases. Hardcastle et al (2005) investigated 18 factors contributing to the success of PPP/PFI projects in the UK using an empirical survey that targeted both the public and private sectors, and then divided the CSFs into five groups through factor analysis.…”
