“…Again, while this finding is not new in the public health literature (Penchansky and Thomas, 1981;Macha et al, 2012;McIntyre et al, 2013;Kusi et al, 2015;WHO, 2015), it raises concern about the adequacy of the bimonthly cash transfer package to LEAP beneficiaries. Contrary to previous research that associated improvement in the living conditions of the beneficiaries of the cash transfers and the free NHIS enrolment (Alatinga et al, 2020;de Milliano et al, 2021), we found that the bimonthly stipends transferred to the beneficiaries fall far below the country's 2023 daily minimum wage of GHS 14.88. Coupled with the current cost of living crisis in the country, we associate with the position of the beneficiaries that the stipends they receive are insufficient to cater for their basic needs.…”

“…Since inception, the programme has served as an important conduit through which its members enjoy financial risk protection against the costs of health care services (ILO, 2014; Agyemang-Duah et al, 2019). A related study found that the LEAP 1000 cash transfer programme implemented in 10 districts in northern Ghana increased both emotional and instrumental support for pregnant women and mothers of children under one year living in poverty (de Milliano et al, 2021). Similarly, LEAP beneficiaries reported that the cash transferred to them had improved their material and psychological well-being, increased food security and nutrition and removed the financial risk against the costs of primary health care (Alatinga et al, 2020).…”

“…However, the latter study provided health insurance directly, whereas Ghana LEAP 1000 provided only a premium fee waiver, which households still had to act upon to enroll. Moreover, cash-plus programs have been found to improve social support ( de Milliano et al, 2021 ), which may in itself alleviate stress ( Ozbay et al, 2007 ). Alternatively, impacts on stress and broader mental health may also depend on pre-existing characteristics of the intervention population.…”

“…Likewise, Schober (2019) found that CCTs increased participation in various political activities such as voting, contacting public officials, community activism and civic engagement. Moreover, de Milliano et al (2021) found that the beneficiaries of the Livelihood Empowerment against Poverty 1000 programme in Ghana were more likely to participate in community groups and local ceremonies or gatherings.…”
