Cultural legacies and political preferences: the failure of separatism in the Swiss Jura

Abstract: The study of secession generally stresses the causal influence of cultural identities, political preferences or ecological factors. Whereas these different views are often considered to be mutually exclusive, this paper proposes a two-stage model in which they are complementary. We posit that cultural identities matter for explaining secessionism, but not because of primordial attachments.Rather, religious and linguistic groups matter because their members are imbued with cultural legacies that lead to distinc… Show more

“…This finding has implications for the type of center‐periphery bargaining that is discussed by Siroky et al. (; see also Siroky et al., ). “…It may be that an elected ruler who is from a different group than a particular individual may not have legitimacy with that individual, even if it is elected. It might also be useful to explore ingroup‐outgroup dynamics in situations in which multiple groups must come to agreement by majority vote or consensus (as in the case of Greek/German conflict generated by Greek economic distress), or in which the structure of group relations varies (see Siroky et al., ; Siroky et al., ).…”

“…It is quite a different thing if you live in close proximity to another linguistic community. In the Swiss context, this point is nicely illustrated by the secession of Northern Jura -French-speaking and predominantly Catholicfrom the Canton of Berne in the 1970s (see Siroky et al, 2017), and also by tensions between German and French speakers in Fribourg (Altermatt, 2018). We can expect, therefore, that in the bilingual canton of Fribourg, language is both a functional and an ethnic marker of identity.…”

“…19 In IV regressions, Protestantism induces individuals to work approximately 3.5-4.5 hours (or one third of a standard deviation) more per week, thereby raising earnings by 14-17 percent. 20 Siroky, Mueller, and Hechter (2016) suggest that this split plays a role in modern politics, too. In a 2013 referendum, the people of Jura Bernois (a French Protestant region loyal to German Protestant Berne) voted against joining the predominantly French but Catholic canton of Jura.…”
