“…Development policy formulation needs to be integrated with the living practices, social relations, and cultural values of a given area in order to realize people's basic economic, social, and cultural rights. “…Compared with other industries of the national economy of Latvia, only indirect attention has been paid to it. Nevertheless, research on the culture industry is important, as it is not only a consuming industry -the industry considerably contributes to economic growth (Yusof et al, 2013;Bandelj & Morgan, 2015;Greffe, 2016), thereby increasing employment (Marcen, 2014;Schaufeli, 2018;Bryan et al, 2000), the development of innovative products (Yusof et al, 2013), development of R&D investment (Varsakelis, 2001) as well as the development of competitive regions (Bille & Schulze, 2006).
