This paper is to discuss the challenges and issues in implementing personal data protection. As the cases related to the personal data breaches is increasing day-by-day among us, so any organizations, system, applications, software or technology components that deal with huge amount of personal data such as contact details, email addresses, addresses and others are in a higher risk sector as the data are valuable. This study highlights the challenges and issues such as the usage of IoT devices, social media, implementation of fourth industrial revolution and also the lack of awareness among users in the process of the implementation of personal data protection. However, all this challenges and issues can be resolved if the users follow the correct method or procedures. Finally, this finding also elaborates some methods that could help users protect their personal data.

The objective of the article was to identify new threats to the national security of countries and, at the same time, to determine the adaptation tasks related to their identification. The synergistic approach, comparative legal analysis methods and foresight were the main tools of this research. Manipulation actions involving deep forgeries are spreading rapidly. Autonomous weapons with artificial intelligence are used to create negative fake events. Criminal use of users’ smart devices to create a unique behavioural profile has been detected. New cyber threats to Ukraine’s national security during the military conflict are characterized by attempts to disrupt critical infrastructure. It is concluded that “cyber looting” has emerged with the use of social engineering methods. The activities of the Belgian Center for Cyber Security (CCB) are a positive example of the identification of new cyber threats in the countries of the European Union EU. Furthermore, CCB performs activities related to the identification, monitoring and analysis of online security issues. Coordination between relevant services and agencies, public authorities, private sector and academia is ensured.

The purpose of the study is to develop scientifically based recommendations for implementation internationally -legal security mechanisms monitoring threats and finding ways to overcome challenges to national security. National resilience is an indicator of the reliability of the national security and defense system, mutual coherence of its components, which confirms their capabilities and resource potential to fulfill obligations and perform their main functions in conditions of instability of the internal and external environment. National resilience includes military capabilities and civil readiness, reflects society's ability to resist and quickly recover from the specified threats and their consequences. This study proved that the foreign policy of the aggressor state should be considered one of the main factors affecting the choice of priority directions for the development of the security and defense forces of Ukraine. Legal mechanisms include further improvement and harmonization of the regulatory framework, formation of relevant legal norms, state policy in the field of national security and international cooperation. Organizational measures are directed to expansion and further development of a single network of situational centers to increase the efficiency of information and analytical support for management decision-making. The core of the integrated system of monitoring threats to national security highlighted an information and analytical system based on Big Data. The unity of the network of situational centers will contribute to increasing the reliability and effectiveness of condition monitoring of national security from more than 20 directions, in order to effectively coordinate the activities of state bodies. 374Volodymyr Pylypenko et al.
