Cyber-Informed Engineering for Nuclear Reactor Digital Instrumentation and Control

Abstract: As nuclear reactors transition from analog to digital technology, the benefits of enhanced operational capabilities and improved efficiencies are potentially offset by cyber risks. Cyber-Informed Engineering (CIE) is an approach that can be used by engineers and staff to characterize and reduce new cyber risks in digital instrumentation and control systems. CIE provides guidance that can be applied throughout the entire systems engineering lifecycle, from conceptual design to decommissioning. In addition to ou… Show more

“…Cyber risks are considered at the earliest design stages (the most optimal time to introduce cybersecurity approaches effectively) and are continually reanalyzed throughout the entire lifecycle. Not only are digital failures and unintentional cyber incidents included in cyber risk, but the possibility that an adversary may purposefully disrupt, deter, deny, degrade, or compromise digital systems in such a manner to cause harm to the organization and its personnel [48].…”

“…Additionally, the DOE Office of Nuclear Energy Cybersecurity Program plans to continue research and development into SBOMs and their integration with other governmental and industry efforts, such as the DOE's National Strategy for Cyber-Informed Engineering [30,31], Electric Power Research Institute's Digital Engineering Guide [32] and/or Cyber Security Technical Assessment Methodology [33], and the Nuclear Energy Institute's cybersecurity efforts.…”

“…In alignment with Cyber-Informed Engineering principles used during design of reactor control systems [31], it is easier to acquire SBOMs and develop a complete listing of all installed software components in the new reactor during the initial stages of the systems engineering lifecycle. The NPP owner and/or reactor vendor should require SBOMs with every procurement or contract agreement and should include procedures for generating SBOMs for in-house developed digital assets.…”
