Data-Driven Robust Data Envelopment Analysis for Evaluating the Carbon Emissions Efficiency of Provinces in China

Abstract: To combat global warming, China proposed the “dual carbon” policy in 2020. In this context, it becomes crucial to improve carbon emissions efficiency. Currently, some scholars have utilized data envelopment analysis (DEA) to study carbon emissions efficiency. However, uncertainty about climate and government economic policy is ignored. This paper establishes a robust DEA model to reduce uncertainty and improve robustness. First, robust optimization theory is combined with DEA to establish the robust DEA model.… Show more

“…Whereas the DEA method does not require the construction of production functions, weights are not affected by human subjective factors. They can solve multiple input and output problems and are widely used [44][45][46]. DEA is an evaluation method pioneered by Charnes et al (1978) for calculating the relative efficiency of decision units with the same properties [47].…”

“…Their research underscored the importance of technical advancement in fostering efficiency. Qu et al (2022) tackled uncertainties related to climate and governmental economic policy through the use of a robust DEA model. They advocated for the adoption of a green and low-carbon lifestyle, a transformation in energy structures, and the promotion of coordinated regional development.…”

“…However, from a practical point of view, many enterprises still lack sustainable motivation for green transformation [5]. On one hand, the level of green production technology in some enterprises is low, the proportion of traditional resource factors being input is high, and environmental performance is still unsatisfactory [6]. On the other hand, enterprises have to spend abundant money on green technology innovation in its early stages, and increasingly strict environmental regulations are further increasing the operating costs of enterprises, some of which are limited by the pressure of financial constraints and are not yet able to actively choose a green transformation [7].…”
