Decentralised combined heat and power in the German Ruhr Valley; assessment of factors blocking uptake and integration

Abstract: Background: In Germany, the energy system is undergoing reorganisation from a centralised system based on fossil fuels and nuclear power to a sustainable system based on decentralised production and consumption of energy, the so-called Energiewende. Recently, there has been more attention to improving energy efficiency in those regions where conventional energy production activities and energy-intensive industries are located, such as the Ruhr area. Although the potential for decentralised combined heat and po… Show more

“…Financial support is also seen as mitigating the perceived risk of replacing fossil-based energy systems, especially when novel technologies are installed [28]. At the same time when revenues from energy generation is planned with participation to DR (Demand-Response) schemes and the offer of flexibility services, then payback time becomes more attractive for residents [29].…”

“…Large-scale sustainability transitions, it has been observed, may ultimately run up against politics in efforts to design and implement superior technocratic solutions (Scrase and Smith 2009). As just one of many examples, Viétor et al (2015) suggest that the slow uptake of efficient, decentralized combined heat and power in the German Ruhr region was due in part to the influence of vested interests in the coal and gas industry, among other factors.…”
