Biological technology allows us to invent new medical approaches, create effective food production methods and reserves and develop new materials for industrial production. There is a diversity of biological technology types, and different technologies have different priorities for invention. This study examines the factors that are important for the invention of biology-related technologies in Japan using patent application data and a decomposition analysis framework. As the results show, patent applications related to biochemistry and biotechnology increased until 1995 because of the expanded scale of R&D activities and the high priority assigned to biological technology. However, the number of patent applications stagnated after 1995, because the importance of biochemistry, especially waste-gas treatment technologies, decreased. Additionally, patent applications for medicines and disease-related technologies increased rapidly from 1971 to 1995. The primary determinant of rapid growth is an increase in research priority, especially among firms in the chemical industry whose technologies are related to supplemental foods and foods with health-promoting benefits. Finally, patent applications involving foodstuff-and agriculture-related technologies increased from 1971 to 1995 due to increased R&D and the increased priority of biological technology.

Abstract:The development of fishery technologies supports food sustainability to achieve a steady supply of fish and fishery products. However, the priorities for research and development (R&D) in fishery technologies vary by region due to differences in fish resource availability, environmental concerns, and consumer preferences for fishery products. This study examines trends in fishery technology innovations using data on patents granted as an indicator of changing R&D priorities. To clarify changes in R&D priorities, we apply a decomposition analysis framework that classifies fishery technologies into three types: harvesting, aquaculture, and new products. This study mainly focuses on China, Japan, and Korea as the major fishing countries in the north-east Asia region. The results show that the number of fishery technology patents granted increased between 1993 and 2015; in particular, the number of aquaculture patents granted has grown rapidly since 2012. However, the trend in Japan was the opposite, as the apparent priority given to aquaculture technology innovation decreased between 1993 and 2015. The trends and priority changes for fishery technology inventions vary by country and technology group. This implies that an international policy framework for fishery technology development should recognize that R&D priorities need to reflect diverse characteristics across countries and the technologies employed.

Environmental protection technology plays an important role in a sustainable society, simultaneously promoting economic development and pollution control. This study examines the determinants of technology inventions related to environmental protection in Japan. We use patent application data in a decomposition analysis framework. We find that environmental patent applications increase according to the prioritization of environmental patents by private companies and according to efficiency improvements in patent applications in the public sector. Additionally, patent applications related to emissions trading increased rapidly among private companies, mainly due to their increased priority after 2005. The different determinants of environmental technologies between the private and public sectors are useful for formulating effective policies to promote environmental innovation.
