Democratic institutions in Brazilian tourism policy: An analysis of council laws

Abstract: Inclusiveness, popular control, considered judgment, and transparency are the consensual “goods” democratic innovations should aim to produce, according to an analytical framework designed to study democratic institutions like policy councils.
