Democratização do acesso à banda larga no Brasil pela construção da infovia municipal

Abstract

In a global society, access to education and to information and communication technologies (ICT) is a fundamental factor for expanding citizenship and fighting poverty.According to this scenario, democratization of broadband in Brazil is a sine qua non condition for promoting people's access to ICT and education in order to reduce social inequalities in the country. This work analyze on the current technical, legal, and economical aspects of Internet universalization and its application on the Brazilian telecommunications sector.The main objective of this thesis is to propose changes in the public policy and Brazilian regulatory framework in order to create the conditions to allow municipalities create their own public telecommunications network (Municipal Information Highway) for democratizing broadband access to Brazilian citizens.The proposals discussed in this thesis show strategies to allocate frequencies in the Brazilian radio spectrum to be used in the Municipal Information Highway, allowing citizens access Information and Communication Technologies (ICTs) with high quality and lower costs.
