Developing resilient individuals, organizations and communities is a hot topic in the research agenda in Management, Ecology, Psychology or Engineering. Despite the number of works that focus on resilience is increasing, there is not completely agreed definition of resilience, neither an entirely formal and accepted framework. The cause may be the spread of research among different fields. In this paper, we focus on the study of organizational resilience with the aim of improving the level of resilience in organizations. We review the relation between viable and resilient organizations and their common properties. Based on these common properties, we defend the application of the Viable System Model (VSM) to design resilient organizations. We also identify the organizational pathologies defined applying the VSM through resilience indicators. We conclude that an organization with any organizational pathology is not likely to be resilient because it does not fulfill the requirements of viable organizations.

a b s t r a c tThis paper aims to identify the differences and similarities in the way to explain self-organization from the different theories of complex systems used in management, which we have grouped as complex systems theories, complex adaptive systems (CAS) and organizational cybernetics. For this purpose we suggest three parallel and complementary dimensions to delimit the conceptual spaces where these theories can be placed. Using this classification as an analytical lens we summarize the core arguments suggested by each of these complex systems approaches, regarding the ideas of emergence and new order. This analysis helps us to conclude that the three theories coincide in their interest for studying nonlinear complex systems, but diverge in the nature of the complex problems studied. Finally we analyze the consequences that recognizing the similarities and differences between these approaches have, when using them for the study and research of social and business organizations and their management. Para tal fin se proponen tres dimensiones paralelas y complementarias que permiten demarcar el espacio dentro del cual se ubican las distintas teorías. Usando como eje analítico esta herramienta de clasificación, se resumen los planteamientos realizados por cada una de las aproximaciones respecto a la emergencia de nuevo y orden; y se concluye que las tres teorías coinciden en el estudio de los sistemas complejos no lineales, pero se diferencian en la naturaleza de los problemas abordados. Finalmente se analizan las consecuencias que el reconocimiento de las semejanzas y diferencias entre los diferentes enfoques tiene para su utilización en el estudio y gestión de organizaciones sociales. Purpose -The purpose of this paper is to present an example of the application of a framework, based on Beer's organizational cybernetics and viable system model, that allowed the top management of a public university to design and implement university policy and actions related to the physical design of the various university campuses. Design/methodology/approach -Based on organizational cybernetics concepts, an heuristic is used by the top management of a public university for designing the strategy and actions related to urban planning issues. Findings -The paper outlines the process that helped the university's new top management to diagnose the situation at the beginning of its mandate and to design pertinent actions. This process starts by clarifying the university identity, purpose and boundaries and is followed by identifying the required structural levels. For each of them the key factors to be considered and actions to be taken are stated. The use of a Recursion Levels-Key Factors Matrix helped to maintain a coherent and holistic view of the intervention. Practical implications -This kind of framework can guide leaders of public and private organizations to apply cybernetic concepts to improve their strategic policies' design and actions. Originality/value -The application of organizational cybernetics and the viable system model to urban planning-related activities in universities is highly original. The framework here presented, together with the example of its application, can serve as a guide to leaders of other universities as well as other public or private organizations when coping with the complexity they have to face.
