The observing, tracking, and monitoring of space debris in Geostationary Orbit (GEO) belt have become one of the key issues in space situational awareness. It is impossible to achieve observation of GEO belt by a single ground station, since the GEO objects are relatively stationary with respect to the Earth's surface. In this paper, a new design scheme of GEO debris monitoring satellite system is proposed based on the concept of 180° inclination retrograde equatorial orbit. This satellite system can achieve a two-hour revisit capability of GEO belt, with a spatial resolution better than 2 m for 0° GEO objects based on the current optical remote sensing payload technology. The relationships among orbital elements, spatial resolution performance, and con-stellation size are analyzed and evaluated.
