Mass media can affect how people understand and react to particular health risks. Reporting of health risks during the international trade disputes, resulting from the difference in safety regulations, therefore can play a pivotal role in resolving them. This study compared the newspaper reports on BSE-related events in major national dailies between Japan and the US around the period when BSE-infected cattle were discovered in the US and the import of US beef products was banned (between December 2002 and November 2006). During the study period, the number of BSE-related newspaper articles increased in both the US and Japan, but the visibility of the issue was more prominent and persistent in Japan than in the US. Geographically, most of the articles had a domestic focus, but they also reported the news of each trade partner. After the discovery of BSE cattle in the US, articles of commerce and trade issues were dominant in Japan, while the incidence of BSE, agriculture, and trade dominated in the US. Overall, the US-based newspapers carried more advocacy articles than the Japanese ones. In Japan, calls for stronger domestic policy decreased, but those for stronger foreign policy increased slightly. Meanwhile, in the US, calls for a stronger domestic policy increased slightly whereas those for weaker foreign policy dropped-both only temporarily. The major rationale for policy advocacy was the economy and health in both Japan and the US. However, the balance of competing policy objectives and the rational acceptance of BSE risks were argued more in the US papers than in the Japanese ones. In conclusion, during the BSE-related dispute on health and trade, the visibility and faces of the issues in newspapers differed between Japan and the US. Acceptance of BSE-related risks was argued differently, and those differences reflected and affected the public's perception of BSE issues, the related safety policies by the governments, and the configuration of social interests in each country. Abstract. This paper offers a review of the literature of international news flow, and surveys how the previous studies have attempted to capture "cultural factors" influencing the flow. The factors are grouped into four types of variables: language, former colonial tie, ethnicity, and geographical proximity. This paper argues that cultural factors cannot be significant without economic interests in the era of post-Cold War, that the structure of international news is imbalanced because a few powerful countries dominate the international news market, and that international news reduces cultural varieties to the singular international realities disseminated by the media of such countries.

ResumenEl presente trabajo tuvo por objetivo analizar la información periodística que se difundió sobre México en cuatro noticieros vespertinos de televisión de los Estados Unidos durante los años 1988, 1994, 2000 y 2006. El análisis permite identificar la percepción que pudieran estar construyendo sobre nuestro País no sólo los televidentes estadounidenses, sino también incluso los de otros países del orbe debido al papel tan relevante que guardan estos medios norteamericanos en el establecimiento de la agenda internacional. El trabajo fue realizado con base en la técnica del análisis de contenido y la muestra coincide con los períodos de las campañas políticas celebradas durante las últimas cuatro elecciones federales. El motivo por el cual fueron seleccionadas dichas fechas tiene que ver directamente con las propuestas críticas que desde los años 1970 han remarcado el desequilibrio informativo que se viene haciendo de los países subdesarrollados tanto en lo cuantitativo, como en lo cualitativo a través de los medios informativos de los países industrializados. Los resultados coinciden con la denuncia que desde aquel tiempo impulsaban los "países no alineados", en cuanto que los países subdesarrollados reciben muy poca cobertura y además negativa, a la vez que deja en claro que para los noticieros de la televisión norteamericana lo más atractivo es el rating. AbstractThis paper aims at analyzing the news information on Mexico in four evening programs from the American television on years 1988, 1994, 2000, and 2006. The analysis evidences the American and global audience's perception on the country as a result of the important role the American media plays in the setting of the international agenda. The work was performed based on the content analysis method and the samples coincide with political campaign periods celebrated during the last four federal elections. The selection of these dates is directly related with the critical arguments that have confirmed, since the 1970s, the information asymmetries regarding the underdeveloped countries, in quantitative and qualitative aspects, through the industrialized countries' media. The results agree with the denouncement that since those years, the "non-aligned countries" were benefitted while the underdeveloped ones had a much reduced and negative coverage, making it clear that for the American TV news rating is the most attractive element.
