Determining the Performance of Procurement Methods against Selection Criteria using Outranking - Satisfying Methodology.

Abstract: The need to develop a decision support system to determine the most appropriate procurement route for a building project led to the development of various theoretical models. One of the foremost techniques was the multiattribute utility approach (MAUA). In this technique, the arithmetic mean (averaging) method was used to fix the utility factors relating the procurement routes to each criterion. In this paper, the averaging method was subjected to further analysis using the outranking-satisfying technique to d… Show more

“…Similarly, for Model 2, R 2 =0.66 and F(5, 80)=31.12 and p-value of less than 0.01 (0.00), the results indicate that combined as a group, 'firm size' together with the other organisational characteristics of 'Firm experience', 'Organisational Finance structure', 'Nature of works carried out and 'Procurement method widely adopted in delivering projects are significant predictors of firms' CFF process capabilities. This corroborates the findings of Okunlola and Johnson (2013) that unless appropriate procurement routes are selected, project objectives are not likely to be achieved. This is because effective management of several project fundamentals (e.g cash flow) depends on the right choice of procurement method.…”

“…Their research attempts to identify the factors influencing the choice of procurement methods. With the same aim, a survey [48] chooses distinct groups of the study population: consultants (architects, surveyors, engineers, and builders), clients, and contractors. We assumed the geographical location provides diverse participants in the studies.…”

“…The Main Contractor (MC) concentrates efforts towards organisational management to meet the needs of the client while the SC specialises in particular project aspects to meet the needs of the MC (Jamieson et al, 1996). Clients demand the most appropriate method of procurement and strategy to mitigate the effects of time and cost overruns on construction projects and continue towards success (Okunlola and Johnson, 2013) while the MC may adopt a less sophisticated approach to the procurement of the SC. Artto et al, (2008) emphasised that the MC needs to focus on inter-organizational relationships and not just focus on the individual SC's capabilities.…”
