Nautical talents are the first resource and fundamental guarantee for the development of marine careers, strengthening the construction of nautical talents and realizing the effective supply of nautical talents have become the urgent task of building a strong marine country. This paper combines the basic situation of the current nautical personnel training and the training requirements of nautical personnel, constructs the vocational literacy and ability enhancement path of nautical students based on the integration of post-course, race, and certificate under the guidance of the OBE concept, and constructs the corresponding index system. Subsequently, combining the hierarchical analysis method and entropy weight method, the weights of the indicators in the evaluation system of nautical students’ vocational quality and talent ability are calculated, and the cloud model is utilized to evaluate the vocational quality and talent ability of nautical talents after cultivation. The results of the study show that the comprehensive evaluation level of the vocational quality and talent ability of the maritime students of Jimei University after the implementation of the pathway is “good”. Among the secondary evaluation indexes, the vocational concept evaluation cloud has the highest degree of affiliation, which is 9.31. This indicates that the vocational concept of navigation students is being cultivated at a very high level. The evaluation result of “vocational behavior” also belongs to the “good” level. The cultivation path proposed in this paper provides a reference for the enhancement of the vocational quality and ability of nautical talents, and it can improve the cultivation of nautical talents through the synergistic approach of government, industry, enterprise, and school, and guarantee the enhancement of the vocational ability and career expansion of nautical talents.

Several scholars have taken an interest in core literacy in physical education since the idea was first put forth, making it a contemporary hotspot in the field of school physical education study and development. The innovative design of the evaluation model of the core literacy of physical education and health courses in colleges and universities, which focuses on building the evaluation index system of the core literacy of physical education and health courses, was realized in this study by using the hierarchical analysis method, guided by the OBE theory. Evaluation indexes were chosen and corrected using the Delphi technique and available research. Hierarchical analysis is used to determine the weight coefficients of the indicators, and a consistency test is carried out. The reliability test is then carried out, and the core literacy self-assessment scale is developed. Ultimately, the scale is put to use in real-world situations and its impact is examined. All of the expert research’s index scores are higher than 4.3, their coefficients of variance are less than 0.2, and their indexes are kept. The index weights are doable, and all of the CR values are less than 0.1. The reliability and validity met the required level, as evidenced by the overall Cronbach’s alpha coefficient, KMO value, and Bartlett’s sphere test significance of 0.953, 0.962, and 0.000, respectively. The comprehensive core literacy scores of the survey respondents had a mean of 83.635 and a standard deviation of 9.842, indicating a high overall core literacy level. There are notable differences in the overall score of the basic literacy dimensions assignment depending on gender, grade level, and specialty. This study aims to assess the OBE theory’s applicability to real-world instruction.
How to transform the financial aid work under the financial aid and human development system in colleges and universities from simply “providing financial aid” to primarily “focusing on education, with financial aid as a supplement” for truly achieving poverty alleviation, fostering intellectual growth, and supporting students in pursuing their aspirations, is an area of focus that has long been explored by student work teams in colleges and universities. This paper focuses on the development of a network platform in the new era and designs an integration path for the network ideology and financial support work to address the challenges of the financial support work in colleges and universities. An evaluation index system for the integration path was built with the fuzzy hierarchical analysis method. Based on this system, the coupling coordination degrees of network-based ideological and political education and financial aid-based education are calculated separately in each dimension to assess their synergistic effect. The comprehensive evaluation scores of network-based ideological and political education and financial aid-based education are above 90, indicating the high teaching effectiveness of both kinds of education. The coupling degree of network-based ideological and political education with financial aid-based education falls within the range of [0.912, 0.963], which is within the range of 0.8~1, demonstrating a high-level coupling effect. Additionally, the minimum and maximum values of the range for coupling coordination degree are 0.917 and 0.975, respectively, which both exceed 0.9, reaching a high level of coordination. These results indicate that network-based ideological and political education is well coupled with financial aid-based education, which validates the scientificity of the coordination path for network-based ideological and political education and financial aid-based education.
