Based on the existing research on natural resource accounting, this study attempts to further enrich the administrative attributes of natural resource accounting. Through the analysis and comparison of previous publications, a mechanism for improving the construction of the natural resources report is proposed, with the dual aims of meeting the Chinese government's supervision and audit demands in resource administration and overcoming the deficiencies of the Natural Resources Balance Sheet (NRBS) in scientific research and actual practice. By analyzing the influences of human factors on natural resources, the information structure and accounting contents of the natural resources report are given. The results demonstrate that the natural resource report system is reasonable and feasible in terms of its logical and theoretical basis. The framework of the system consists of four parts: the statement of the basic situation of natural resources, the statement of the protection and restoration of natural resources, the statement of resource use, and the statement of the degree of destruction of the natural resources. The results of this study provide reference statements for the NRBS, the natural resource quality statement, the protection and restoration policy statement, the protection and restoration funding statement, the natural disaster statement, and the registration form of resource destruction cases. This study provides a reference for the innovation of the natural resource administration system, in which the supervision and administration of natural resources are the main criteria.

Land optimization simulation and ecosystem service value (ESV) estimation can better serve land managers in decision-making. However, land survey data are seldom used in existing studies, and land optimization constraints fail to fully consider land planning control, and the optimization at the provincial scale is not fine enough, which leads to a disconnection between academic research and land management. We coupled ESV, gray multi-objective optimization (GMOP), and patch-generating land use simulation (PLUS) models based on authoritative data on land management to project land use and ESV change under natural development (ND), rapid economic development (RED), ecological land protection (ELP), and sustainable development (SD) scenarios in 2030. The results show that construction land expanded dramatically (by 97.96% from 2000 to 2020), which encroached on grassland and cropland. This trend will continue in the BAU scenario. Construction land, woodland, and cropland are the main types of land used for expansion, while grassland and unused land, which lack strict use control, are the main land outflow categories. From 2000 to 2030, the total amount of ESV increases steadily and slightly. The spatial distribution of ESV is significantly aggregated and the agglomeration is increasing. The policy direction and land planning are important reasons for land use changes. The land use scenarios we set up can play an important role in preventing the uncontrolled expansion of construction land, mitigating the phenomenon of ecological construction, i.e., “governance while destruction”, and promoting food security. This study provides a new approach for provincial large-scale land optimization and ESV estimation based on land survey data and provides technical support for achieving sustainable land development.

Horizontal eco-compensation lacks effective solutions for implementing comprehensive multifactor compensation and determining the compensation standard. To meet those needs, a method named entropy flat surface was proposed and put into practice. However, some scientific problems were found. More specifically, the measurement method of the ecological value was controversial, and the value diffusion model did not reflect the change in the value gradient caused by spatial distance, while the value diffusion had an unclear scope. Therefore, this work optimized and studied the entropy curved-surface method in the case of E’zhou City. The main goal was to build a value-surface model of ecological regulating services based on maximum entropy production. As far as a tangible normal distribution surface is concerned, the model was more consistent with the ecosystem’s energy flow characteristics. The external output of value could be precisely expressed by the dynamic and stable expansion state of the surface model. Therefore, the eco-compensation relations and results were clear. Theoretically, the E’Cheng and Huarong Districts should pay a total of 114 million CNY to the Liangzi Lake District. Our work provided a new perspective, in terms of finding a rule of the ecological regulating service values of the macro morphological structure, simulating the transmission and diffusion of multiple values in interregional areas, solving the calculation problem of the horizontal ecological comprehensive compensation standard, and clarifying the relations of compensation.
