Developing, and testing, a theoretical framework for inter-organisational systems (IOS) as infrastructure to aid future IOS design

Abstract: Over time many inter-organisational systems (IOS) have evolved to become open systems with the promise of delivering benefits to their broad base of organisational users. However in practice benefits have often remained concentrated, primarily accruing to the dominant party, resulting in low rates of adoption and usage, and often culminating in the failure of the IOS. A framework for IOS as infrastructure is proposed as the basis for designing IOS that will widen the distribution of benefits and increase the l… Show more

“…Many researchers have used the framework of RBV (Resource-based view) to assert the contribution of IOS as an infrastructure and strategic resource that can provide greater scope for organizations to exploit their individual capabilities (Barney 2002;Borman 2006) such as strengthening the inter-firm relationship. IOS influences relationship strength because it can be a determinant of the level of trust, commitment and interdependence of supply chain partners (Ali, Kurnia, and Johnston 2007).…”

“…Practically, it may be more efficient that all participants in a certain industry share a common system and increase the benefits of network externalities (Shapiro & Varian, 1999;Zhu, Kraemer, Gurbaxani, & Xu, 2006). However, from a strategic perspective, there can be a value paradox of IOS: organizations join IOS initiatives although it seems to weaken their competitive position (Borman, 2006). One possible explanation is that they may be compelled to do so by powerful initiators, e.g., an influential retailer requires its suppliers to adopt a certain system.…”

“…Information interoperability again plays an important role in supporting the sharing and dissemination of information. Standards of data vocabulary and XML messages may leverage information quality and quantity, in addition to strengthened inter-organizational response management systems (Borman 2006;Mendling and Nuttgens 2006).…”
