The visibility of fraud losses in the public sector has harmed public service delivery. Reduced fraud can help the country's infrastructure expand by providing resources for better healthcare and education, reducing poverty, and funding security and defence. E-Government has turned the public sector into a more dynamic and diverse platform for government activity. Therefore, organizations, especially from the public sector, need to equip themselves with effective prevention and detection methods since preventing, detecting and justifying fraud is vital to combat e-procurement fraud. The most recent technology pertinent to such preventive and detection mechanisms must also be taken into account. The paper employed a comprehensive evaluation of 46 peer-reviewed studies published between 1998 and 2022 that address various areas of public sector e-procurement fraud prevention and detection mechanisms. This study supplemented the resulting state-ofthe-art of e-procurement fraud prevention and detection mechanisms by integrating crossdisciplinary contributions from reviewing 10 papers on e-procurement, 22 papers on fraud prevention and detection mechanisms and 14 papers on fraud, procurement, cyber fraud, cybercrime and cybersecurity in order to assist in breaking down disciplinary silos and strengthening the management perspective. The review will be beneficial in understanding present fraud prevention and detection mechanisms practiced specifically in Malaysian government e-procurement. By identifying current government policies practises in preventing and detecting e-procurement fraud, government agencies may be able to assess the issues encountered and make amendments where necessary by providing new information in relation to good governance and strong internal control systems. The review as well finds that certain factors, such as e-procurement fraud prevention and detection methods implemented in the public sector, are severely underdeveloped. This study shows how the results of earlier studies executing preventive measures which contain solid control methodology like fraud detection and employers' knowledge of fraud prevention mechanisms where it actually tends to cover the research gaps which have been identified from the previous studies. An Assessment of the Up -to- Date Corporate Usage of Public Sector Tendering Procurement Procedures :A Case Study of the Ministry of Local Government and Public Works in Zimbabwe

This research study evaluated the use of tendering in public sector procurement using the Ministry of Local Government and Public Works (MLGPW) as the case study in Zimbabwe. The objectives were to explore the current extent of tendering procedures on influencing the acquisition of goods and services at competitive prices; assess the effect of tendering on the quality of products and services; and examine the impact of tendering on the security of supply at the MLGPW. Contemporary literature was reviewed in line with the research purposes. The study adopted a quantitative approach and an explanatory survey design. The target population was MLGPW employees in the procurement function. Questionnaires were used to collect data from a sample of 61 respondents selected using systematic sampling. Data analysis performed using SPSS revealed that tenderers scout for opportunities to reduce costs in their value chain to enable them to submit the lowest price. It came out that attempts by tenderers to outcompete each other induce self-drive to reduce costs for fear of losing contracts. The study found that tendering embeds minimum technical scores and quality standards which have to be met as part of the pre-selection process thus enhancing quality. It was revealed that tendering affords opportunities to negotiate favorable delivery terms for public entities as conditions for awarding the tender which enhanced the security of supply. The research study concluded that tendering has a strong positive influence on lowering the cost of goods and services, quality of products and security of supply for public entities. This study recommended that the MLGPW priorities tendering as the public procurement process for goods, services, utilities and works; deepen procurement negotiation skills and capabilities with its procurement staff; and develop collaborative supplier relationships. It was suggested that a further study could be conducted with a higher number of public ministries entities such as the ministry of trade and commerce, ministry of primary and secondary education and ministry of health and child welfare.

A Decision-Making in determining the project tender winner becomes a significant challenge in the procurement stage, thus it is very vulnerable to administrative errors, corruption, and nepotism. Therefore, a recommendation system becomes a new problem solving in order to increase the information transparency, the company’s opportunity to win, the fraud minimization, and the community complaint on the project tender. The system is developed using the analysis of Fuzzy MOORA to calculate the significant consideration of six criteria, including the administration, the qualifications, the technical experience, the proposed price, the number of projects, and the size of the project based on the winning budget. Herein, 20 companies were acted as alternatives in applying and testing the recommendation tender system. As a result, Blackbox and User Acceptance Test (UAT) of this application from ten staffs of the Working Selection Group (POKJA) at the Bureau of Procurement of Goods and Services (PBJ) of Riau Province found that the entire modules and functions of the system run well. Meanwhile, UAT scores of 87.6% states that this application can assist the POKJA’s staffs in objectively selecting the tender winner. In addition, the sensitivity test analyzes the possible increasing of the weighting criteria, viz., C3 (technical experience) and C4 (price) can improve the quality rankings of alternatives up to 79.16%. Thus, this result enhanced the efficacy of Fuzzy MOORA approach in providing a better recommendation analysis.
