Introduction. Currently, the development and convergence of virtual digital practices actualizes the need for theoretical and methodological understanding of the transformations of social capital in the urban environment. The purpose of the article is to explore the process of changing the mechanisms for the formation of social capital, based on expert assessments and the results of an analysis of public opinion, as well as conjunctive processes that are being transformed under the influence of the digitalization of urban spaces. Methodology and Methods. The methodological basis of the study consists of the provisions of the social capital theory, the theory of social conjunction; the concept of digitalization of social reality. The empirical base of the scientific article includes the results of a complex of sociological studies conducted by a team of authors of Belgorod State University in 2020–2022. The research data has made it possible to determine the dispositions of various population groups in relation to the social consolidation of urban communities in the context of the digitalization of the urbanized environment, as well as to identify the specifics of values, attitudes and behavioral motives in the implementation of consolidation practices. Results. On the basis of empirical data, it has been possible to reveal that the process of forming and building up the social capital of urban communities has serious limitations that do not disappear in the course of digitalization of the urban environment. On the one hand, this process creates opportunities for consolidation based on social digital platforms; on the other hand, network social capital turns out to be very fragile, since it does not involve “live communication” and does not connect the participants of the interaction with reliable grounds. Discussion and Conclusion. The analysis has made it possible to note that, while creating new conditions for communication and unification of citizens, digitalization also leads to the emergence of new barriers, the most significant of which is the lack of “real life communication”, which prevents the participants of interaction from being bound by reliable grounds. Prospects for further research on the topic under study are related to the development of such criteria that will allow us to assess the sociodynamics of the process of the social capital forming in urban communities, as well as the process of consolidation.

Introduction. Creative strategies are strategies for activating the development of urban agglomeration, built on innovative projects, usually with an emphasis on the active development of local culture, the preservation of historical heritage and experience, the development of the uniqueness of the agglomeration, and may also include the ideas of a “smart city”. In agglomerations, creative strategies are implemented according to different scenarios, since urban spaces have different cultural and infrastructural contexts. The purpose of this article is to analyze approaches to understanding creative strategies in urban planning and urban space management; to consider the experience of a number of creative cities of the Russian Federation, including the city of Krasnodar, which will allow developing a number of measures within the framework of creative strategy as the most universal and promising approach to urban creativity. Materials and Methods. The presented research is based on the results of the works of authors studying various aspects and approaches to the development and use of creative strategies within the urban environment, engaged in the search for promising universal strategies that contribute to the development of the potential of the cultural, social, economic sphere of the creative city. Diagnostics of the state of the urban cultural environment, assessment of the creative activity of the largest Russian cities, identification of threats and justification of priorities for the development of the urban creative environment are based on the use of retrospective analysis, comparison, synthesis, analogy, generalization. Results. The features of modern creative strategies based on the concept of new urbanism are identified and analyzed. A comparative characteristic of the indices of creativity of urban spaces is given, the problems of their use are analyzed. The experience of creating and implementing projects of creative urban space of Russian cities is analyzed. A comprehensive analysis of internal and external factors, significant challenges and significant threats to the active development of the creative sphere of the city of Krasnodar has been carried out, which makes it possible to develop a number of measures within the framework of the creative strategy as the most promising approach to urban creativity. Discussion and Conclusion. The study allowed us to identify approaches to understanding creative strategies based on innovative ideas, a creative approach to solving problems with an emphasis on the development of art, local culture, preservation of historical heritage and the uniqueness of urban spaces. The conclusions and suggestions of this study can be used as a universal matrix for the development of activities within the framework of a creative strategy for the development of modern urban space.
The article presents the analysis of the key directions for developing a smart city concept through the prism of perception by residents participating in the strategic guidelines in the context of digitalization and a changing economic space. There has been considered the problem of implementing the concept of smart city and low awareness of residents about the regional policy on digitalization of urban space. Trigger spheres of the economy are proposed, whose digitalization should be carried out in the first place. The actual scenarios for building a smart city are presented, and their prospects for the Volgograd region are determined. A model for the development of smart urban space is proposed. The necessity of a direct financial support for advanced technological solutions for the development of urban systems through subsidies, as well as indirect tax incentives is determined. A smart city requires unconventional solutions and flexibility in municipal policies. Principles are proposed that can contribute to the sound management of sustainable smart cities. The obtained results of the study can be used by local governments to implement the most acceptable scenario for the transition to the concept of a smart city in accordance with the current level of development and preparedness of urban space for digitalization.
