Dietary Policies and Programs: Moving Beyond Efficacy and Into “Real-World” Settings

Abstract: Purpose: Dietary behaviors are key modifiable risk factors in averting cardiovascular disease (CVD), the leading cause of morbidity, mortality, and disability in the United States. Before investing in adoption and implementation, community-based organizations, public health practitioners, and policymakers-often working with limited resources-need to compare the population health impacts of different food policies and programs to determine priorities, build capacity, and maximize resources. Numerous reports, re… Show more

“…A basic tenet of public health is that education is necessary but rarely sufficient for behavior change; education works better when supported by policies. 5 In recent years, federal and local governments have attempted to go beyond just educating about personal choice; they have addressed the "eat more" food environment by setting nutrition standards for school meals, taxing sodas, and improving access to healthier foods.…”

“…Consequently, nutrition has been identified as key actionable lever to improve the health of the population and reduce the burden chronic diseases represents to health systems 1 5–7. To promote healthy diets, a wide range of public policies and programmes are implemented with different strategies: modifying either individual dietary behaviours with policies such as food labelling, direct consumer education or media campaigns; or improving the food environment by regulating marketing, implementing financial incentives/disincentives, increasing the availability and accessibility of healthy foods and by reformulating the existing food offer 8…”

“…Front-of-package labelling Dietary risks, as determined by 15 dietary diet quality components (e.g., high in sodium, low in vegetables), were accountable for 8 million global attributable deaths in 2019, according to the Global Burden of Disease Study [1]. To improve population nutrition, many policy frameworks and guidelines have been applied in public health, including individual, organizational, and system-level interventions [2,3]. One of these strategies iss front-of-package labelling (FOPL), which uses symbols that summarize important nutritional characteristics of foods on the display surface of packages, such as a warning label that highlights nutrients which should be limited in the diet [4,5].…”
