Different Investment Strategies Versus a Unique Co-development Discourse: A Case Study of Tunisian and Senegalese Migrants in France

Cet article interroge l’internationalisation de la gestion des migrations par l’étude de la construction et de la diffusion d’une expertise sur le lien entre migration et développement par le Programme des Nations unies pour le développement (PNUD). À travers une observation participante de six mois en 2015 au sein de son Initiative conjointe pour la migration et le développement (ICMD), l’étude analyse les rapports de pouvoir en jeu dans la « co-construction » ainsi que dans la diffusion au niveau global de cette expertise technique. L’article montre que ce sont bien des normes et des critères d’intervention politique qui sont développés et diffusés par le PNUD dans une expertise technique qui a pour finalité de créer du consensus entre les intérêts des élites internationales des intérêts globaux de la société mondiale d’une part, et les intérêts « sectoriels », nationaux ou locaux d’autre part.
