Due to inadequate funding for road maintenance and expansion, many state governments are exploring the implementation of a vehicle-miles-traveled (VMT) policy. Such a policy requires adequate communication to the public that not only informs but also communicates the issues of concern to the constituents. As part of this communication, the Nevada Department of Transportation began by conducting workshops, while local newspapers allowed Internet-based response to the basic idea of this tax. Our article takes the qualitative data obtained from these multiple sources and analyzes it via a two-pronged qualitative methodology. First, we ascertain common profiles through iterative coding, and then we use concept maps to delve into the relationships between themes within these segments. Our findings indicate that by using qualitative segmentation followed by concept mapping of open-ended customer data, public policy officials can find genres or issues of interest to large segments and address those in communication endeavors.

Virtual organizations involve a focusing of multi-agent systems which has into account organization aspects, beyond the bare communication capacities of the agents. A series of organization global goals are implicit in virtual organizations, which overlap specific goals of each agent, and exist independently of them. Organization structure is defined on the base of groups and roles.This study aims to define a task planning model in virtual organizations, which guarantee reaching the organization goals in an optimal way, suiting the organization operation to the resources available. In order to get these purposes, we will design a model allowing a dynamic organization structure adaptation to the needs and media eventually available. This adaptation consists of determining the number of agents that shall join the organization, and assigning roles to these agents. Then, tasks will be distributed to these agents so organization benefits are maximized. The systems will include a case-based reasoning model which applies genetic algorithms, for fulfilling the adaptation phase.The agents and multi-agent systems features will be studied, and so will be the virtual organizations. Thereafter, we will carry out the design of the proposed model, which will be validated through a study case. organizaciones virtuales Research OverviewWhen working in conjunction with multiagent systems, virtual organizations attempt to simulate the functions and interactions of entities in different environments.Recent studies have addressed the problem of assigning roles to agents that form part of the organization, and incorporating new agents to carry out certain tasks. However, these studies are limited to defining the norms and rules that determine the behaviour of the organization. The present study proposes a virtual organization model for e-government environments to assign resources and minimize the required personnel by forecasting workloads. To this end, queuing theory, a genetic algorithm and CBR are used to obtain an efficient distribution. Queuing theory can establish the number of agents with a specific role that are necessary to maximize profits, while the genetic algorithm distributes roles among agents according to their respective efficiency. The final part of the paper is focused on validating the plan developed inside a case study centered on e-Government in order to obtain empirical results.

The next section is a wideranging treatment of "e-participation," covering digital citizenship, political campaigning online, electronic voting, e-rulemaking, political information seeking, blogging, social networking, and the possibility of virtual public spheres inhabited by non-co-located "netizens." After briefly examining the digital government-related technologies of geographic information systems and urban simulation, we conclude by looking at challenges such as access inequities, trust, power, and civic identity. Information and GovernmentBimber (2003) describes the central role of "information" in Alexander Hamilton's The Federalist, a pre-constitution treatise meant to convince the public about the merits of a federal republic for the emerging United States. He points out that the word "information" appears "about three dozen times in The Federalist" (p. 35) and that the importance of information is emphasized in a wide variety of areas including manufacturing, commerce, taxation, the distribution of citizens across large distances, the power of factions, and politics. The concept of a single democratic polity distributed over such a vast geographical expanse as was envisioned by the Founding Fathers (more vast than they imagined, as it turned out) was novel and problematic. The structure of the federal government, particularly the Electoral College, can be seen in part as an information and knowledge management solution of the time, in addition to its role as a process for implementing representative democracy in a geographically sprawling country.In the next century, the United States introduced systems of relatively inexpensive daily newspapers and universal, flat-rate mail service that greatly expanded the information environment (Fang, 1997;Schudson, 1998). Some scholars argue that these early information technologies deeply influenced citizens' feeling of common identity and sense of democratic purpose (Bimber, 2003;Schudson, 1998). In modern times, of course, radio and then television have been the dominant communication technologies. Their influence on government and politics has been widely Putnam, 1995) and will not be discussed further here except to note that these technologies are non-collaborative, one-way, broadcast technologies.
