The study assessed the influence of warehouse management practices on service delivery in Zimbabwean urban local authorities. The study was underpinned by three theories, namely the theory of inventory and production, the application control theory and adaptive structuration theory of warehouse management practice problems. The study was informed by post positivism philosophy. The study employed cross-sectional descriptive survey and data was gathered from respondents using structured questionnaires. Cronbach's alpha was used to assess data reliability. Five hypotheses that passed the validity and normalcy tests were examined using structural equation modelling. For data analysis, SPSS version 21 and AMOS version 21 were utilized. The statistical analysis and results demonstrated a correlation between the independent variables (enterprise resource planning, order processing, inventory lead time and materials handling on service delivery). The analysis showed that development and implementation of service delivery in the local authorities has been marred with challenges of declined warehouse management practices. The findings showed that urban local authorities’ service delivery has been struggling to perform as anticipated due to problems of fluctuating inventories, inaccurate forecast, poor responsiveness to customer’s needs and lack of proper technological systems resulting to poor services delivered to tax payers. The study concluded that warehouse management practices have a strong influence on service delivery for urban local authorities. The study recommended study the adoption of some strategic stance towards warehouse management practices. It was also reckoned that urban local authorities need to deliberately adopt electronic warehouse management practices to enhance service delivery.

PurposeThere is an emerging digital turn in urban management in Africa, undergirded by efforts to address the challenges of rapid urbanisation. To ensure that this digitalisation agenda contributes to smart and sustainable communities, there is a need to trace residents' use of emerging digital technologies and address any impediments to broader utilisation. To this end, this paper aims to examine the determinants of residents' use of Ghana's digital property address system (DPAS) in suburban communities in Accra.Design/methodology/approachDrawing on a detailed literature review of digital technologies and the factors that affect their use, this paper uses data from a cross-sectional survey of three suburban communities in Accra. A binary logistic regression model was then utilised to identify the significant factors that affect residents' use of the DPAS.FindingsThe findings showed that socioeconomic, housing, and psychosocial factors were the main determinants of residents' use of the DPAS. Specifically, house ownership, education and expected benefits had a positive relationship with residents' use of the DPAS. Findings highlight the need for urban policymakers to pay attention to systemic issues in Ghana's digital culture to ensure that digitalisation initiatives do not widen the digital divide and thus impede progress towards smart and sustainable urban development goals.Originality/valueThe growing scholarship on digitalisation in Africa has emphasised conditions, potentials and challenges in deploying digital technologies with little attention to the determinants of residents' use of these technologies. This paper contributes to filling this knowledge gap by bringing foundational issues critical to engendering equitable digitalisation agenda in Ghanaian cities and beyond.

A number of change management strategies have been continually adopted by the organizations in the health sector due to the ever-changing demands of its clients and other external forces that are affecting their performance. Due to this, the Kenyan government, through the presidential taskforce on reforms, devised a number of reforms and transformation strategies to improve the performance of its ministries. Despite numerous efforts to improve service delivery, Kenya’s Ministry of Health performance has not been to the expectations due to changes posed by the demands the ever changing demands of its customers together with external factors that demand for frequent response. Therefore, this study seeks to investigate the influence of change management practices on the performance of Health Sector in Kenya. The study specifically examined the influence of technology adoption strategic leadership, training and development and continuous improvement on performance of health sector in Kenya. The study was guided by the Kurt Lewin’s model and Kotter’s eight step model. The paper highlight the empirical review the covers empirical studies that were done by various scholars in relation to the current study objectives.
