Disaster Risk Management Policies and the Measurement of Resilience for Philippine Regions

Abstract: How can a government prioritize disaster risk management policies across regions and types of interventions? Using an economic model to assess welfare risk and resilience to disasters, this article systematically tackles the questions: (1) How much asset and welfare risks does each region in the Philippines face from riverine flood disasters? (2) How resilient is each region to riverine flood disasters? (3) What are, per region, the possible interventions to strengthen resilience to riverine flood disasters an… Show more

“…They returned to their home from tent with the help of local community and shows that networks and such support have positive effect on those in the aftermath of disaster (Aldrich, 2015). Social capital is one of the strengths associated with resilience (Yonson & Noy, 2019).…”

“…The government is in a leading position under various emergencies to meet the different needs of the public (Saja et al., 2019 ; Sapirstein, 2006 ). As the manager of national resources, the government affects the resilience of the entire society through administrative means when various public emergencies occur (Yonson & Noy, 2020 ; United Nations, 2005 ). Therefore, government resilience can influence community and personal resilience, which is also one of the important hypotheses that we want to verify through empirical data in this study.…”

“…Ganin et al. (2016) define resilience as the ability to recover and retain critical system functionality in response to a wide range of threats and Yonson and Noy (2019) quantify resilience as the ability to minimize losses following a disaster and also by the ability to reconstruct and recover quickly. Gillespie‐Marthaler, Nelson, Baroud, and Abkowitz (2019) define sustainable resilience as maintaining desired system performance while considering instrasystem and intergenerational distribution of capital or consequent vulnerabilities.…”

“…In examining recent Risk Analysis publications, Specking et al (2019) relate resilience to "itilities" like reliability, availability, maintainability, that help the system achieve performance through accomplishing its designed tasks. Yonson and Noy (2019) quantify resilience as the ability to minimize losses following a disaster and its consequent asset losses, and also by the ability to reconstruct and recover quickly. Gillespie-Marthaler (2019) define sustainable resilience as maintaining desired system performance while considering instrasystem and intergenerational distribution of capital or consequent vulnerabilities.…”
