DISCUSS: A Soft Computing Approach to Spatial Disaggregation in Economic Evaluation of Public Policies

Abstract: For more than three decades cost‐benefit analysis (CBA) has been used in many countries as an important tool for evaluating public policies. More recently, participation of stakeholders in CBA processes has become an important issue for governments. However, CBA by itself does not provide a good environment for stakeholder participation. A major reason for this is the lack of spatial disaggregation in traditional CBA. In order to allow greater public participation, a GIS‐based approach is proposed. This approa… Show more

“…Such imprecisely defined sets of objects are called fuzzy sets . For example, there have been a number of applications aiming at implementing fuzzy forms of the WLC model (e.g., Paez et al 2006;Vadrevu et al 2010), AHP (e.g., Anagnostopoulos and Vavatsikos 2012;Kordi and Brandt 2012), compromise programming (Simonovic and Nirupama 2005), and PROM-ETHEE (e.g., Chou et al 2007). There are two main types of approaches for performing a combination of linguistic information: approximation and symbolic methods (Malczewski 2002).…”

“…In some instances the local people may be better able to identify the spatial implications of local land use changes than any available model. Some mechanism to allow for input of local knowledge is also desirable (Paez et al, 2006).…”
