Care is a practice and form of labour making human survival and flourishing possible. This Symposium explores the place and work of care within housing movements, asking how care operates as a politics, an ethics, and a set of practices through which tenants survive—and ultimately seek to transform—the structural violence of capitalist housing systems. Situated in US cities with abiding associations with Blackness and indigeneity, papers in the Symposium examine housing movements that take care as the starting point. As we discuss in this introduction to the Symposium, in such movements, care operates as connective tissue across households and modes of difference; challenges relations of racial capitalism and settler colonialism that underlie dominant understandings of who deserves and can demand care; and drives calls for public care and experiments with non‐propertised forms of ownership. Housing systems are care infrastructures, making housing movements a vital place for care work.

“…Four children and one adult worker died while five others were critically injured (Rawls 1980). While AHA Executive Director Samuel Hider refuted that lack of maintenance was the cause of the explosion ("the first explosion in my knowledge in the history of the authority"), he did authorise the inspection and repair of every boiler in all AHA properties-residential and commercial (Rodrigue 1980). The childcare centre was eventually rebuilt by Central Atlanta Progress, a downtown booster organisation, using "low-cost" labour from for-profit firms, signalling a new era of public-private partnerships that would further limit the capacity to place collective care capital in Black homeplaces (Ashkinaze 1981).…”

Throughout the 20th century, housing movements in Atlanta were anchored by public housing tenant associations and a politics that materially and spatially addressed intersectional issues of discrimination in employment, welfare, education, and housing. I argue the strategies and outcomes of these movements collectivised, embedded, and placed Anneli Anttonen and Jorma Sipilä’s “care capital”—or an expansion of resources for care—in bell hooks’ “homeplaces”, for those marginalised both in social welfare policies and urban politics. Following the loss of over 7,000 public housing units in Atlanta, tenant associations’ care politics and the residents served were displaced and disembedded from the revitalised city. Using archival data, semi‐structured individual and group interviews, and observation of tenant organising meetings, this work examines how care politics are materially and spatially situated across housing movement geographies through Black resistance strategies to collectivise and embed care capital for a broader public.

The visibility of populations, policies, and the state matters greatly for questions of power, inequality, and democratic life. This article builds on existing scholarship by examining how visibility operates as a lever and effect of social control in a racially and economically stratified society. By doing so, the article identifies a paradox. Race- and class-empowered groups often pressure state actors to implement punitive policies or otherwise visibly contain and control disadvantaged populations. But they also tend to decry and disavow the necessary public costs of these disciplinary interventions. This creates a conundrum for authorities: how to satisfy popular demands for social control while concealing resource commitments. We use the term disciplinary tensions to describe the contradictory political desires that state actors must navigate to maintain legitimacy with privileged constituents. We examine two state projects that, in different ways, crystallize this dilemma: the expansion of low-income housing development in New York in the 1960s and 1970s and state prison construction in California in the 1980s and 1990s. In both episodes, officials responded to disciplinary tensions by turning to covert public finance options: specifically, revenue bonds, which seemingly detach policy from conventional tax-and-spend public finance. We argue that these cases shed light on the shifting nature of power as finance has come to pervade all aspects of government and covert governing tactics supplement and supplant society’s more direct practices of social control. Revenue bonds, in particular, allow governing actors to appease and placate the populace by reconfiguring the state’s disciplinary power so that social control appears to pay for itself.
