IntroductionMedical tourism has grown significantly, raising critical concerns about the privacy of medical tourists. This study investigates privacy issues in medical tourism from a game theoretic perspective, focusing on how stakeholders’ strategies impact privacy protection.MethodsWe employed an evolutionary game model to explore the interactions between medical institutions, medical tourists, and government departments. The model identifies stable strategies that stakeholders may adopt to protect the privacy of medical tourists.ResultsTwo primary stable strategies were identified, with E6(1,0,1) emerging as the optimal strategy. This strategy involves active protection measures by medical institutions, the decision by tourists to forgo accountability, and strict supervision by government departments. The evolution of the system’s strategy is significantly influenced by the government’s penalty intensity, subsidies, incentives, and the compensatory measures of medical institutions.DiscussionThe findings suggest that medical institutions are quick to make decisions favoring privacy protection, while medical tourists tend to follow learning and conformity. Government strategy remains consistent, with increased subsidies and penalties encouraging medical institutions towards proactive privacy protection strategies. We recommend policies to enhance privacy protection in medical tourism, contributing to the industry’s sustainable growth.

In the post-epidemic era, although health codes have lost some of their functions in terms of epidemic prevention, they are now associated with health insurance and other aspects in many provinces. Since the health code is related to many aspects of citizens' daily lives, it is necessary to clarify the legal characteristics and legal relations of the health code. Based on this, a study of administrative law and regulation of health code application in the postepidemic era is carried out. The legal attributes of health codes are analyzed, and based on this analysis, the current situation of administrative law and regulations on personal information protection in the application of health codes is proposed to build a unified and perfect administrative law and regulations system, clarify the responsibilities of administrative subjects in the collection of personal information in health codes, and build diversified means of regulating the protection of personal information in the health codes, as well as other personal information protection strategies in the health code application. In this way, the health code can be effectively protected at all stages of its application.

Purpose This paper aims to establish and empirically test a theoretical framework to explain the impacts of health quick response (QR) technology trust and acceptance on responsible pandemic travel. Design/methodology/approach The study integrates trust, confidence and cooperation theory and the technology acceptance model (TAM) to address the research aim. Adopting a quota sampling approach, a national online survey of 1,089 respondents was conducted across mainland China. Structural equation modelling is applied to evaluate the proposed hypotheses. Findings Results indicate that health QR code technology trust can improve travel confidence and mitigate travel fear, which influences travel intention and social distancing practices among tourists. However, tourists’ acceptance of health QR codes encourages social distancing behaviours rather than travel intentions. Research limitations/implications The study illustrates the role of health information technology in improving tourist confidence and responsible travel behaviours in a pandemic context. Furthermore, the research supports and adds to the TAM by investigating the relationships between acceptance of health-related technology and pandemic travel behaviour. Practical implications This research helps the local government and tourism managers to evaluate the effectiveness of health QR codes in pandemic travel in China. Strategies for improving tourists’ trust, technology adoption and responsible behaviours are provided. Originality/value This study differs from existing literature by investigating the innovative technology (i.e., health QR codes) in pandemic travel. Given the prevalence of health QR codes after the COVID-19 outbreak, it fills a knowledge gap and provides advice to improve pandemic travel safety.
