In the postwar period, projects of social justice have often drawn upon ideas of national solidarity, calling upon shared national identities to mobilize support for the welfare state. Several commentators have argued that increasing immigration, and the multiculturalism policies it often gives rise to, weaken this sense of national solidarity. This creates a potential "progressive's dilemma", forcing a choice between solidarity and diversity. My aim in this paper is two-fold: first, to argue for the importance of national solidarity as a progressive political resource; and second, to discuss how it can be reconciled with support for immigration and multiculturalism. I will try to identify the prospects for a multicultural national solidarity -a multicultural welfare state, if you will -and to contrast it with the two obvious alternatives: a neoliberal multiculturalism that champions mobility and diversity at the expense of national solidarity; and a welfare chauvinism that champions national solidarity at the expense of immigrants and minorities.

Goodman and Wright (2015) more specifically look at the effects of mandatory integration policies and find little evidence that these requirements matter for socio-economic integration. However, like Helbling, Reeskens, et al (2016), they show that political integration is influenced by civic integration measures.…”

Terms of use: Documents in EconStor may AbstractGiven the widespread interest in political solutions to the current problems associated with immigration, we need to have an accurate understanding of existing policies in a cross-national perspective. To explain the coming into being and effectiveness of these policies, researchers have recently started to quantify immigration and citizenship policies and built databases across time and a large number of countries. These indices are likely to reconnect political science research with a field from which it has long been disconnected in terms of theories and methodology-the sub-field of migration and citizenship research. This special issue brings together scholars from North America and Europe who have been at the forefront of indexbuilding and have started to employ these indices in empirical research.

Exploring how the term 'civility' and its adjectivizations are discursively deployed in Italian parliamentary debates on immigration and integration issues, the article points to two opposite narratives of nation. While one mobilizes civility in order to rewrite the nation in terms of a common, inclusive, civic 'we', the other uses civility to reaffirm the conflation between national identity and the identity of the ethno-cultural majority. These findings suggest the importance of exploring the 'civic turn' not only across countries, but also across political parties within the same country to capture the ways in which a liberal, civic convergence in political discourses might hide divergent national boundary mechanisms.
