The millennial and generation Z tend to experience the negative impact of the decoy effect, so a consumer protection law is required. The purpose of this study is to demonstrate the negative impact of the decoy effect and the importance of consumer protection through digital literacy. A quantitative descriptive approach was used with millennial and generation Z research subjects who were given a choice of products using bait items. According to the study's findings, respondents are susceptible to the decoy effect, so consumers have the right to know before making a decision. The findings of this study contribute to the public's understanding and provision of suggestions or criticism, as well as to the government's formulation of consumer protection policies, particularly for the millennial and generation Z generations. The implication is that existing consumer protection laws must be flexible, rational, and based on digital literacy. Legal certainty as a form of consumer legal protection to achieve equality in an engagement as a concept for those who make transaction.

Small Drinking Water Utilities’ Resilience: The Case of the COVID-19 Pandemic

Extreme events can significantly disrupt the operation and maintenance (O&M) of drinking water utilities (DWUs), compromising community access to water in critical times. However, we posit that utility size can influence DWUs’ resilience, as large DWUs may have a greater capacity to handle extreme and sudden changes characteristic of emergencies. Here, we explore the resilience of small DWUs by understanding how a global crisis (i.e., the COVID-19 pandemic) affected small DWUs and how these impacts statistically differ from those of large DWUs using statistical inferencing. We used two data sets that reflect the perspectives of 28 large and 26 small DWUs from 14 states. We found that small DWUs experienced issues involving supply chain, finances, and personnel management that pre-existing issues may have magnified. Additionally, small and large DWUs experienced statistically significant differences in personnel management, revenue change, increase in delinquent accounts, and emergency response plan activation. For example, large DWUs experienced more revenue loss than small DWUs due to economies of scale and larger changes from status quo operations. This study reveals areas of concern (and opportunities) regarding the resiliency of small DWUs in the face of emergencies that can allow policymakers to assist small DWUs.

The digitalization technology transformation of entrepreneurship has positive impacts but also increases inequality and disrupts the sustainable development goals (SDGs). This study aimed to examine the impact of digitalization technology transformation on rural entrepreneurship and explain its mitigation efforts using exploratory sequential mixed methods. The policy acceptance model method was used to reduce uncertainty in analyzing entrepreneurial behavior patterns. Data were collected using questionnaires and semi-structured interviews equipped with ethnographic observations. The results showed that the digitalization technology transformation of rural entrepreneurship supports various new potentials. These include decent work opportunities, family entrepreneurship, and local economic growth. However, the technology increases inequality and the fear of traditional markets that could disrupt achieving other sustainable development goals (SDGs). This inequality and the risk of uncertainty could be mitigated by the social solidarity economic transformation business model based on the potential of local humanist wisdom. Therefore, this study could provide scientific information and implications for social and institutional policies. It could also contribute to the literature on new institutional and social entrepreneurship innovation theories related to the wave of Kontratieff Schumpeter.
