Background A public health emergency can cause large numbers of deaths in a short period, with devastating social, economic and health consequences. Nurses are the main healthcare providers during such emergencies, and their competencies affect the control and outcomes of the situation. Studies on nurses’ competencies in public health emergencies vary between countries and healthcare systems. Therefore, we conducted a scoping review to identify the common domains of nurses’ competencies in public health emergencies worldwide. Methods We searched the PubMed, CINHAL, Scopus, Web of Science, Science Direct, Embase, Cochrane Library, WanFang and ECRI databases from their inception to 2023. All published articles on nurses’ competencies in public health emergencies that were published in English and Chinese were included. We mainly analyzed and synthesized nurses’ competencies, assessment instruments and the training described in the included studies. Results A total of 27 competency domains were identified following an analysis and summary. The most frequently cited domains were communication skills, self-protection skills, basic knowledge of a public health emergency, laws and ethics and the capacity for organizational collaboration. The Disaster Preparedness Evaluation Tool and the Emergency Preparedness Information Questionnaire were the most commonly used tools for assessing competencies. Most training was conducted online and the content that was covered varied by country. Conclusions Given the significant roles and responsibilities of nurses in public health emergencies, knowing the domains of their competencies is essential to evaluating, developing, and conducting clinical training.

Measurement of China’s public health level: compilation and research of an index

Background With the development of the economy, public health has become increasingly important. Therefore, it is important to establish a comprehensive and scientific the public health level index (PHL) system to measure public health level as a research priority. The current research has limitations in exploring the PHL system; therefore, the field still lacks a comprehensive indicator system to measure the level of public health. Therefore, this paper aims to develop a multi-level public health index system and utilizes China as a case study to evaluate its public health status. The objective is to offer insights and recommendations for the improvement of public health initiatives in China and other regions. Methods Utilizing data from 2011 to 2020, a comprehensive PHL was developed to encompass three vital indices: the Public Health Service Index (PHS), the Public Health Resource Index (PHR), and the Population Health Level Index (PHL). Subsequently, the PHL, PHS, PHR, and PH were meticulously calculated using a comprehensive evaluation method. Amid the current disparity between public health and economic progress, both the spatial Durbin model and the spatial lag model were finally employed to examine the influence of economic level (EL) on PHL, thus affirming the consistent reliability and accuracy of PHS. Results Our findings revealed the following: (i) the PHL, PHS, and PHR indices show increasing trends in China; (ii) both EL and PHL exhibit high-high clustering and low-low clustering states; (iii) the PHL in the area has a positive spatial spillover effect on the surrounding area; (iv) EL will result in the siphoning effect of PHL; and (v) EL can enhance PHL through urbanization, PH, and PHS. Conclusions The PHL system constructed in this paper demonstrates multiple levels, pluralism, spatio-temporal comparability, and robustness. It can reflect not only the input and output of public health initiatives but also the interconnectedness and autonomy within the public health system. Therefore, it can be widely utilized in other areas of public health research.

An Enhanced IHHO-LSTM Model for Predicting Online Public Opinion Trends in Public Health Emergencies

Social networks accelerate information communication in public health emergencies. Some negative information may cause an outbreak of public opinion crisis. Accurately predicting online public opinion trends can help the relevant departments take timely and effective measures to cope with risks. Therefore, this research proposes a prediction model incorporating the swarm intelligence optimization algorithm and the deep learning method. In this model, we improve the Harris Hawks Optimization (HHO) algorithm by introducing the Cauchy distribution function, the stochastic contraction exponential function, and the adaptive inertia weight. Then we utilize the improved HHO (IHHO) algorithm to optimize the hyperparameters of the deep learning method LSTM, including the learning rate and the number of neurons in the hidden layer. Finally, we construct the IHHO-LSTM model to make predictions in three public health emergencies. The experiments verify that the proposed model outperforms other single and hybrid models. The MAPE values reduce by 78.34%, 54.46%, and 46.42% relative to the average values of the three single models. Compared with the mean values of the two hybrid models, the MAPE values decrease by 47.69%, 18.45%, and 5.78%. The IHHO-LSTM model can be applied to public opinion early warning and reversal identification, providing a reference in public opinion management.
