Drug testing in Europe: monitoring results of the Trans European Drug Information (TEDI) project

Abstract: Drug testing is a harm reduction strategy that has been adopted by certain countries in Europe. Drug users are able to hand in their drugs voluntarily for chemical analysis of composition and dose. Drug users will be alerted about dangerous test results by the drug testing systems directly and through warning campaigns. An international collaborative effort was launched to combine data of drug testing systems, called the Trans European Drug Information (TEDI) project. Drug testing systems of Spain, Switzerland… Show more

“…This method has found great approval in countries where this is possible (Brunt et al, 2017;Hungerbuehler, Buecheli, & Schaub, 2011;Wiese & Verthein, 2014) as it provides a further opportunity of educating the consumer on the harms and risks of the substance they are to ingest. However, these tests are not legally possible in Germany.…”

“…Carroll et al and Ciccarone et al discuss the effect that controlled consumption of drug, aka a “tester shot”, “taste” or insufflation (aka snorting) prior to or in lieu of injection might have in reducing overdose risk (Carroll et al 2017, Ciccarone, Ondocsin, and Mars 2017). Point-of-use testing or “drug checking” has been used especially in Europe, to inform and engage persons who consume drugs as well as provide a potential surveillance platform (Hondebrink et al 2015, Caudevilla et al 2016, Brunt et al 2017). Rapid testing exists for some of the fentanyls and several contributors point out the positives and the challenges of this harm reduction strategy (Ciccarone, Ondocsin, and Mars 2017, Nadia, Coffin, and Walley 2017, Gilbert and Dasgupta 2017).…”

“…One such strategy includes drug checking facilities, common in Europe, particularly among people who use ecstasy and stimulants, that allow people who use drugs to check for presence of illicit opioids prior to use and bridges to low barrier access to harm reduction and other services (Brunt et al, 2017; Caudevilla et al, 2016). Drug checking has existed since at least the beginning of the 21 st century (“EcstasyData,” 2017), but there is an increased interest in the context of overdose prevention, including the recent announcement of the first International Drug Checking Day on May 31 st , 2017 (“Drug Checking Day,” 2017).…”
