“…In the recent experience of South African cities, there has been a focus on investment promotion and urban entrepreneurialism facilitated through the development of large-scale flagship projects that are often planned and implemented through public-private partnerships. These mega-projects can take the form of convention centres (such as those within Durban, Cape Town and Johannesburg), comprehensively planned industrial estates and waterfront developments (Nel et al, 2003). Although urban interventions on this scale may not be typically characterized as encompassing LED as it is practiced in other parts of the world, in the South African context they are routinely conceptualized (and argued for) on the basis of their ability to maximize the comparative advantages of urban centres, improve the business environment and employment status of urban communities, and generate overall improved robustness within the urban economy.…”
