Dynamic multiattribute models for mixed manpower systems

Abstract: This paper reviews a wide variety of manpower and personnel models of the goal programming variety. This is done from a strategy-oriented point of view addressing the problems of interest for immediate implementation as well as basic problems of manpower model research development. Particular emphasis in this paper is concerned with how analytical models can be brought to bear on the problems of combining military and civilian manpower into one management system. This includes a discussion of the computer supp… Show more

“…Some analyses are largely about determining project-level value measures for ranking and prioritisation of investments. However, many of the primary operations research methods originated in military applications, and so it is not surprising that other problems involve sophisticated mathematical optimisation, in settings where a very large number of decisions must be coordinated, e.g., personnel manpower assignment [111][112], within a structured, stable and well-understood system, e.g. [113].…”

“…The set of constraints (1.2} describes the real constraints which must hold at any feasible solution; the set of goal constraints (1.3) relates the decision variables to the targets of the goals; and the conditions {1.4) give the standard nonnegativity restrictions on all variables. Goal programming has been applied in many diverse areas, including (1) manpower planning in the U.S. Navy [3,10]; (2) forest management [12]; (3) land-use planning [4]; and (4) water resources [5].…”
