Abstract:Many rights‐based systems in fisheries use individual fishing quotas (IFQs) that allocate shares of total allowable catch to individual fishers, vessels, or groups of fishers. We analyze the performance of IFQs in the Norwegian coastal groundfish fisheries that substantially limit transferability.
