Economic valuation of flood risk exposure and reduction in a severely flood prone developing country

Abstract: This paper presents the results of a dichotomous choice contingent valuation (CV) study of reduced flood risks in Bangladesh. Sensitivity of willingness to pay (WTP) to varying risk exposure levels is tested in a ‘natural experiment’, targeting floodplain residents facing regular annual flooding and a disaster flood once every five to ten years. Accounting for price, income and education levels, both subjective risk aversion and objective baseline risk exposure affect stated WTP for a common level of flood pro… Show more

“…According to Carson et al (1996), however, the majority of WTP estimates for use values based on CVM pass the test of validity involving comparisons of values derived from actual behaviour methods. Brouwer et al (2008) in their study on economic valuation of flood risk exposure and flood control in developing countries also carried out a test-retest six months after the original survey and showed that the stated WTP values were reliable.…”

“…Loomis (1989Loomis ( , 1990 surveyed the same respondents about water quality improvements in Mono Lake 9 months after the initial survey and found that initial and follow-up WTP were significantly correlated. In a more recent example, Brouwer et al (2008) found that 80 percent of Bangladeshi respondents who were contacted six months after the original in-person WTP survey (for flood risk reduction) said they would answer the WTP question in the same way. In addition to panel studies, four "test-retest" studies were conducted with independent samples from a single population at two time periods (Reiling et al 1990, Teisl et al 1995, Carson et al 1997, Whitehead and Hoban 1999.…”

“…Another explanation is related to the fact that the different levels of governments are not responsible for the same flood management policies. 4 To test if the [36] Japan CE Generic Zhai et al [38] Japan CV Structural Fuks and Chatterjee [12] Brazil CV Structural Brouwer et al [6] Bangladesh CV Structural Navrud et al [20] Vietnam CV Generic Private flood policies Brouwer and Atker [5] Bangladesh CE Insurance Botzen et al [4] Netherlands CE Insurance Botzen et al [2] Netherlands CV Non-structural Reynaud and Nguyen [26] Vietnam CE Insurance Brouwer et al [7] Vietnam CE Insurance a CV and CE for contingent valuation and discrete choice experiment multilayered structure matters, we propose in what follows to introduce the level of implementation as an attribute of a flood management policy in the CE.…”
