Hospital is one of the most important and beneficial public services in the world, therefore, these facilities should be located in a rational manner. Increasing the population of countries particularly developing countries and remote areas leads to the demand for new public health facilities and hospitals. No matter who provides the healthcare facilities, the most important issue is where to locate a new hospital to provide, both facility location and attractiveness. Hospital proper site selection has a vital role in hospital construction and management. From the aspect of the government and healthcare organization, appropriate hospital site selection will help optimize the allocation of medical resources, matching the provision of health care with the social and economic demands. From the aspect of the investors and operators of the hospital, optimum hospital site selection will definitely be cost-saving on capital strategy. On the other hand, establishing a hospital in urban districts has its own positive and negative consequences. The positive impacts of establishing a hospital in an area are that it increases property value in the neighboring periphery as well as improving healthrelated accessibility for the residents of that urban district. The negative impacts of establishing a hospital in an area are negative side-effects such as environmental contamination and inducing new waves of traffic flow. Then, the adjacent community is impacted by forms of increased traffic flow, increased emergency vehicle usage in residential areas. Therefore, in hospital site selection should be tried to reduce the negative impacts. Then, main aim of this paper is to select a site for the building of a new hospital in Iskandar Malaysia using GIS-based Multi-Criteria Analysis (MCA) with consideration of various factor criteria, and constraint criteria in order to balance the medical resource there.

Government was established primarily to provide services that will make life worth living to their citizens. Accordingly, local governments as third tier government in Malaysia are created to bring government closer to the local communities' at the grassroots and for transformation of lives at the rural level. One of the ways of bringing government closer to the people at the grassroots is through the delivery of service in a satisfactory, timely, effective and adequate manner. This paper is therefore an examination of Local Government and Municipal Service Delivery in Malaysia. It argues that the constitutional mandate of local council in terms of "function performance" has not been translated into reality in many occasions. Thus, the paper concludes and recommends that municipal council must attempt to overcome the challenges that have by-passed their performance. It is only by this can they be positioned to render cutting services in a timely, effective, adequate, prompt and satisfactory manner to justify their continuous existence and huge financial allocations to them. Municipal awareness also gives a sense of satisfaction of the citizens. The study recommends that there is needs for local municipal to be strategies to makes the local council more robust for enhancing the lives of inhabitants and to foster good relationship between the management and local people in the area. The study also gives recommendation of enlighten the local community on the important of community participation in provision and maintenance of public service delivery. Secondly, the study is significant because it will expand the frontier of knowledge by identifying factors influencing service delivery in Malaysian Local Government Areas. These factors when clearly identified will go a long way in providing answers to questions like why service delivery has not improved in Malaysian local government councils despite huge financial allocations from the Federation Account. Furthermore, the research is justified on the grounds that its recommendations will enhance policy decisions of government agencies like the Local Government Service Commission. In addition, members of the public will find the paper an educative and resource material. Future researchers on service delivery in Malaysian Local Government Areas will find the study a rich resource material for their research. A study of this nature is a training ground for the conduct of cutting edge research in the field of Public Administration and Local Government Studies. The increasing number of waterfront projects shows that the concept of waterfront development has contributed to the advancement of the Malaysian construction industry. This study seeks to assess the impacts of the implementation of waterfront development in Iskandar Malaysia eliciting the perceived relative importance of these impacts. A comprehensive literature review has been conducted to collate the potential impacts of the waterfront development. A total of 363 sets of questionnaires were distributed to the contractors and developers registered under G7 category of the Construction Industry Development Board in Malaysia. Results show that the most significant influence of the waterfront development is related to economic benefits, while environmental impacts are not considered as a priority for this category of stakeholders. In addition, this study also indicates that the implementation of the waterfront projects has generated numerous job opportunities within the developed region. Moreover, exchanging knowledge in the planning and managing of the waterfront development is imperative to the development of the waterfront projects. Nevertheless, the shortcomings of these developments, such as the negative environmental impact on natural beaches and the coastline (i.e. pollution) as well as human-related issues (i.e. excessive human settlement), should not be taken lightly. This research confirms that the reclamation of land for waterfront development is closely correlated with the destruction of these natural structures.
