Waiting in the Austrian asylum system: The well‐being of asylum‐seeking children in a phase of liminality

This article sheds light on the waiting period experienced by asylum-seeking children in Austria. We argue that this period can be defined as a 'phase of liminality' in which 'precarity' of asylum seekers is produced. The article analyses how children experience institutional settings that produce precarity in relation to their well-being. The aim is to contribute to a sound understanding of children's experiences while waiting for an asylum decision and to a child-centred perspective on children that focuses on their needs, wishes and agency. The article draws on 27 interviews with asylum-seeking children living in a basic services accommodation in Vienna, conducted in 2020 and 2021. The findings demonstrate the importance of listening to asylum-seeking children to support their well-being during this phase of liminality and implementing child-centred asylum policies that are responsive to children's well-being.

Unaccompanied refugee minors are, like other youngsters, making their moves towards adulthood, but under most challenging conditions. Informed by a cultural psychological approach to development, we analysed interviews with 18 unaccompanied Afghan boys and their professional caregivers. 'Establishing a liveable life in Norway' and 'helping the family in the country of origin' were analysed as central developmental projects for the boys, the former actively supported by the caregivers, the latter typically not. Considering what each individual is trying to achieve and how their projects are received by significant others sheds light on the boys' struggles, as well as their coping.

Existing research shows that right-wing populist imaginaries and discourses on “bogus asylum seekers” mobilise feelings of fear and panic and serve to legitimise increasingly restrictive asylum policies in Europe. In light of this ongoing development, this paper addresses a more intrinsic and structural aspect of asylum, which requires balancing the inclusion and exclusion of persecuted third-country nationals. This paradox is most evident with unaccompanied minors who are caught between state norms and practices that are both exclusionary and repressive (asylum) and inclusive and caring (child welfare). In order to tackle this dilemma, we explore how the asylum–child welfare paradox is organised and formalised by the state and how it affects unaccompanied minors. Based on interviews with unaccompanied minors in Austria and experts who work with them, the findings show that child and youth welfare norms and practices that are formalised as part of the asylum procedure improve unaccompanied minors’ living conditions without dismantling asylum norms and practices of surveillance, conditionality, and scarcity. Judging by their simultaneous implementation, the state preserves and reinforces exclusionary and repressive asylum norms not despite but through child welfare norms and practices.
