Throughout Estonian history, the language ideologies prevailing in Europe have had great influence on Estonian language planning. Language planners, in turn, have influenced the views of Estonian society. In this paper we analyse how language ideologies have supported myths and beliefs throughout the history of cultivating Standard Estonian. The privileged status of Standard Estonian (compared to local dialects) strengthened considerably from the early 20th century. Although Estonian language planning became more tolerant and democratic since the 1980s, a totalitarian understanding of the language still remains in the background. Using foreign words and the mixing of languages and registers is considered especially objectionable due to the ideology of a small nation, which has to defend itself and its language. In the 2020s, discussions about language change and the principles of language planning re-emerged. These have been interesting, because language planning wishes to make the “top-down” language norms of Standard Estonian closer to actual language use, while language maintenance experts still see any potential changes as a threat to the Estonian language and even the nation. Kokkuvõte. Liina Lindström, Lydia Risberg, Helen Plado: Keeleideoloogiad ja uskumused keele kohta Eestis ja eesti keelekorralduses. Euroopas valitsevad keeleideoloogiad on aja jooksul eesti keelekorraldusele suurt mõju avaldanud. Keelekorraldajad on omakorda mõjutanud eesti ühiskonnas valitsevaid arusaamu. Artiklis analüüsime, kuidas keeleideoloogiad on alates 19. sajandist toetanud müüte ja uskumusi eesti kirjakeele kohta. 20. sajandi algul tugevnes kirjakeele staatus (võrreldes kohalike murretega) järsku, samuti süvenes hoiak, et on olemas „õige“ ja „vale“ keel. Kuigi eesti keelekorraldus muutus alates 1980. aastatest leebemaks ja demokraatlikumaks, on taustal püsinud siiski totalitaarne arusaam keelest. Võõrsõnu ja keelte ning registrite segamist peetakse eriti halvaks ideoloogia tõttu eestlastest kui väikesest rahvast, kes on pidanud ja peab ennast ja oma keelt pidevalt kaitsma. 2020. aastatel järjekordselt esile kerkinud uued arutelud on huvitavad, sest keelekorraldus soovib norminguid hoida tegeliku keelekasutusega kooskõlas, kuid keeletoimetajad ja õpetajad näevad võimalikke muudatusi ohuna nii eesti keelele kui isegi rahvusele. Niisiis on pika aja jooksul levinud keeleideoloogiad eestlastes tugevalt juurdunud.

Siinse uurimuse esimene eesmärk on kirjeldada eesti vormistiku normimise uuemaid tendentse. Teine eesmärk on neist tulemustest lähtuvalt käsitleda lühikese ülivõrde tegelikku kasutust ja teha selle põhjal normimise ettepanekuid. „Eesti kirjakeele normi rakendamise korra“ (RT I, 14.06.2011, 3) järgi on eesti kirjakeele norming määratud keelehooldeallikate kõrval ka Emakeele Seltsi (ES) keeletoimkonna otsustega ning soovin välja selgitada, kuidas on keeletoimkonna otsuseid põhjendatud ja otsuste põhjendamiseks andmeid kogutud. ESi otsuste analüüsi põhjal teen lühikese ülivõrde varieerumise juhtumiuuringu riigieksamikirjandite, Eesti Keele Instituudi (EKI) keelenõuandmebaasi, korpuse ja küsitluste abil. Andmekogumisviiside võrdluses järeldan, et küsitlused või üldisemalt katsed on sobivaim meetod normingu ja tegeliku keelekasutuse võrdlemiseks. Jagan sõnad kahte rühma: normingu järgi lühikese ülivõrdeta ja normingu järgi diftongilise ülivõrdeta sõnad. Tulemusena selgub, et mõlema sõnarühmaga eelistatakse normingukohaseid vorme. Enamiku uuritavate sõnade ülivõrdemoodustus aga varieerub mingil määral ehk norming tuleb üle vaadata. Teen ettepanekud muuta diftongiline ülivõrre normingukohaseks kõigis muuttüüpides või ainult tubli-, oluline-, sepp-, padi- ja õnnelik-tüübis või tõsta üksiksõnu rööptüüpidesse. Abstract. Ann Siiman: On the norm determination: A case study of the short superlative variation. The first goal of this study is to describe the newer tendencies of the standardization of the Estonian formal system. The second goal is to discuss the actual use of the short superlative based on these results and to make suggestions for normalization. Since, according to Language Act, the standard of Standard Estonian is determined by the dictonaries and the language committee of the Mother Language Society (MLS), I aim to find out how the decisions of the language committee have been justified and data collected in order to substantiate the decisions. Based on the analysis of MLS’s decisions I make a short case study of superlative variation using national exam papers, a Institute of Estonian Language’s language counselling database, a corpus and surveys. Comparing the data collection methods, I conclude that surveys or experimental methods in general are the most appropriate method for comparing normative and actual language use. I divide the words into two groups: words without short superlatives by normalization and words without diphthong superlatives by normalization. As a result, it appears that both groups of words give preference to standard forms. However, the superlative formation of most of the words studied varies to some extent, so the normalization needs to be reviewed. I propose to make the diphthong superlative standard in all inflectional types, or only in tubli-, oluline-, sepp-, padi-, and õnnelik-types, or to move individual words to parallel inflectional types.

On the example of Estonian language planning, this research paper explores whether it is justified and necessary to give recommendations for the meanings of words. The focus is on the general language. Technical language is out of the scope of this research. First, a brief overview of the history of Estonian language planning and the development of Standard Estonian, as well as the current situation is provided. Then the paper focuses on recent research on the meanings of words in Estonian. The purpose was to revise the recommendations for the meanings of words by Estonian language planning. The research is based on the common approaches in Estonian linguistics today – the usage-based linguistics and corpus linguistics. The paper argues that recommendations by language planning for the meanings of words are not justified nor necessary in the general language, even if some explanations on the choice of words are relevant (e.g., for offensive words).
