Effects of Local Government Behavior on University–Enterprise Knowledge Flow: Evidence from China

Abstract: Government financial investment has been increasingly adopted as a policy support to stimulate university–enterprise cooperation, however, empirical research from the perspective of knowledge flow remains limited. We reason that school–enterprise knowledge flow can be divided into dual stages, namely, knowledge creation and knowledge transfer, and this dual efficiency can be measured with the super-efficiency DEA model. The results show that the average value of knowledge creation efficiency (KCE) is higher th… Show more

“…If the scale efficiency equaled 1 and the pure technical efficiency was less than 1, it meant that, although the scale economy of investment was achieved, the best technical level was not achieved. If the pure technical efficiency was equal to 1 and the scale efficiency was less than 1, it meant that, even with a good level of technological progress, economies of scale were not achieved [32][33][34].…”

“…Wang et al studied the game between universities and enterprises from a game theory perspective and included local governments in his examination, finding that joint games can achieve Pareto optimality [4]. Moreover, government support has a positive impact on the efficiency of knowledge transfer, with government financial investment playing a positive role in promoting university-enterprise collaboration [5]. The author points out that the sample of this study involves 30 provinces in China, and the research scope is relatively macro, so there is a lack of pertinence.…”
